At present, competition in telecom market is heating up. And the change of operation environment challenges the telecom enterprise original human resource management. Therefore, every telecom operator has to solve the problem, that is, how to achieve the transformation of the human resource management as soon as possible, and how to excited the potential of the present human resource for contributing to the subsistence and development of the enterprises.First of all, based on a large amount of data investigation, the thesis has listed the opportunities of Xiangtan Telecom which are brought by industrial reconstruction in external environment, 3G license plate distribution, informationizing construction, Changsha- Zhuzhou- Xiangtan intergration. And it also list the threat caused by vocational work alteration, maliganant price competition and the social environmental influences. The thesis also points out the advantage of enterprises network , custom scope, techniques and brand, and shows the shortcomings of system and capital. Besides, it has expounded the present situation of Xiangtan Telecom overall human resource management and has made constructional statistics and analysis for the research sample, human resource of circuit specialty.Then, this paper shows the present situation of the circuit staff management of Xiangtan Telecom in detail by way of questionaire investigation and staff interview and so on. And it also analyzes the managing madel detailedly in terms of two planes, human resource strategy and managing operation. In terms of strategy there are three shorteges, the inadequet understanding of the circuit human resource management, improper matching between human resource strategy, and enterprise strategy and dittle importance attached tg the circuit human resource. As regarding to operation plane, this paper mainly analyzes problems from four aspect, such as, personality management, position management, performance management and payment management.Finally, this thesis proposes overall throughts of solution and measures. Among them, it points out that we should transform the management theory of human resource feasibly, and we should intergrate the rectification between human resource strategy and enterprise strategy, and we should adjuste the matching between implementation and life period of enterprise;as to the improvement of managing operation, this thesis puts forward corresponding resolutions against the analyzed problems.
