Nowadays, with the rapid development of China’s economic society, there is new development opportunity in tourist consumption markets, thus, tourist industry has gradually become one of the pillar industries of national economy. As an important economic village in Hunan province and midland of China, Xiangtan fully explores and takes advantage of local rich tourism resources, as well as creates scales of tourism industry, forming three industrial plates, such as red tourism, scenery travelling, and historic culture tourism. The expansion of tourism market not only infuses new impetus into Xiangtan’s economic development, but also creates lots of posts, which pushes the rapid development of economic salary of Xiangtan people.The industrial scale development inevitably brings the increased needs of manpower resources, while the rapid development of employees in tourism industry in Xiangtan, indicates the expansion of tourism job market. Meanwhile, how to effectively manage and take advantage of manpower resources has also become an important urgent problem in this industry. Undeniably, there exist some problems in Xiangtan’s manpower resources, and there are flaws in human resource structure. Thus, aiming at these problems and flaws, adopt relevant measures to remedy and complete, in order to make sure the necessary conditions to transformation develop tourism industry in Xiangtan.This paper firstly introduces Xiangtan’s tourism development and background, and the basic conditions of tourism human resource management theoretically, which provides background and framework for reaching in this paper. Afterwards, this paper will mainly introduce Xiangtan’s tourism human resource conditions. this paper not only analyzes the scale of human resource, but also presents the current situation and existing problems, such as education background, professional situation, job title and training situation. Thereby, the application conditions of tourism human resource in Xiangtan have been sketched. This paper then applies statistical approach of equation of linear regression, to have an easy forecast towards Xiangtan’s human resource needs in the future. From data perspective, this paper presents the current situation that the management of human resource needs optimizing. Lastly, according to the problems we have found in interviews, some improved suggestion and advice has been provided.This paper focuses on the last part, and provides systematic strategy systems. In line with four different perspectives, says macro-economic management mechanics of human resource, strategic human resource management, travelling and education and travelling and training, the strategy does analysis. During the analysis, this paper also pays serious attention to the measures adopted by units and individuals from different levels. Specifically, this paper’s strategy mainly designs personnel from different aspects, such as college & university, grass-roots employees, government’s administration department, tourism association, large tourism enterprise operator, as well as struggles for comprehensiveness and systematicness.As for the research value, this paper mainly knows and masters comprehensively the existing problems in tourism human resource management in Xiangtan. Based on this, this paper offers over ten strategies and measures. Although these measures may only aim at a certain aspect, it has active significance in the whole industry development. Therefore, I hope the research achievement of this paper can provide some references and examples for research and practice in the relevant industry.
