Early in 2005, China Telecom based on the development of internal and external environment changes, and followed the international trend in telecommunications industry in transition, that is"changing from the traditional basis of network operators to a modern integrated information service provider ", was the first to implement strategic transformation. In 2008, through the establishment of a new round of telecom restructuring, the industry of telecommunications made the three major domestic telecom operators the competitive landscape, which is officially entered the "era of full-service operations", to facilitate the transition to the depth.Human resources as an important guarantee for the success of strategic transformation, is also faced with management of changes and innovation. How to establish as quickly as possible human resources management system consistented with the required, how to use innovative human resource management training of new personnel, how to use the transformation of human resources management and promote protection of enterprise transformation effectively? These questions become the main issues of the transformation the operators advanced and deepened.Human resources management of China Telecom in the strategic transformation should consider new requirements for the enterprise human resources management of the new strategies, the existing status of human resource management and reform implementation strategy. Thesis focus on strategic human resource management theory, in the context of Chinese telecom companies strategic transformation. First reviewed the overall strategic restructuring deploy of China Telecom, and the requirements of strategic transformation for the transformation of human resource management. Then, with China telecom oversize local area network- GZ telecom branch are presented as the research object, and evaluate the results thorough transformation and the internal and external of transformation environment, and the transformation of its human resources management status, the diagnosis of human resources management in dealing with a deficiency of transformation and the main problems. Finally, to solve these problems, the emphasis from the team planning, positions management, performance management, the mechanism of human resources management in GZ telecom package solution, namely strategic human resource management system design and implementation of specific suggestions.
