With the increasing attention people paying on food safety, HACCP program is accepted by the experts and government agencies in most countries. Because of its authority and advantage, HACCP has been used in food safety control during the whole process from farm to table. Moreover, many developed countries have led it into international trade. That become a new "Green Barrier" from where China stands. In order to guarantee our people's health, get ready to face the challenge in WTO, Chinese food industry has to devote their energies on improving the food quality level; implement HACCP in the industry, so that our food safety management can attach to the international level.Because of the development of economy recent years in China, the proportion of meat in food consumption is increasing steadily. As Chinese diet manner, proportion of pork consumption is much bigger than any other kind of meat here. As a result, there is a special meaning in implement HACCP in pork industry in China. Jiangsu province is one of eight biggest swine producing areas in China. The yield of pork in Jiangsu is large. There are lots of enterprises here in pork industry. These enterprises are more reputable depend on the basically satisfactory laws and regulations decreed by the local government. Large-scale enterprises' competitive capacity is strong in Jiangsu.All kinds of statistical data and research results showed that HACCP was demanded stronger and stronger in the international trade. However, there was only a few food enterprises had implemented HACCP in China, including pork industry. The situation of food safety now made the government use several measures to macro-control, and that needed the enterprises in concert with government on each steps. However, all administrative policies can not take place of the behavior companies have, and the government cannot interference these companies' own freewill. At this background, it is necessary to have research on the companies' Willingness to Implement HACCP Program.This paper focused on the factors of influence on companies' willingness of implement HACCP, with the hope of offer some reference for both companies and government. The paper is divided into six parts according to the research objectives. The first introduction part gives a general idea of the background, framework and methods of the research. The second part reviews the related literature, and establishes a base for proposing the factors below according to the analysis on economic views. The third part mentions the necessity and urgency on implementing HACCP in pork industry through analyzed the present conditions of Jiangsu pork enterprises. In the fourth part, the author has a preliminary analysis with the questionnaires, and gives some statistical data of the companies' basic characters, the situation these companies implementing quality control system and the relationship between these two points descriptively. In the fifth part, the paper has analyzed empirically to sample data. The author proposes the possible factors which may affect companies' willingness at first, and then synthesizes these factors through Factor Analysis and Principal Component Analysis. Then the paper uses Logistic Regression Analysis to estimate the influence degree of each factor. The last part gives conclusions and related policy suggestions.
