In the 90th of last century, our country has been entering an old-age society. With the increasing speed of the population being old, basic old-age insurance must be reformed, so that the lives of the old are guaranteed. While an ageing society approaching, the basic old-age insurance expenditure is constantly expending, while a large number of studies which show that basic old-age insurance face enormous pressure. What can make basic old-age insurance break away from the crisis. Therefore desiring a basic old-age insurance promoting the economy is the most important task for specialists in the world. However the issue of revenue and expenditure of old-age insurance pension is related to the continuity of basic old-age insurance. Some severe economic issue even the politics matter would happen if basic old-age insurance was unable to continue for the unbalance of revenue and expenditure of old-age insurance pension. First of all, this paper introduces the background and significance of the choice of the argument, the contents and methods of research. And, the paper introduces Chinese basic old-age insurance. Then, this paper analyzes the factors that affect the revenue and expenditure of basic old-age insurance pension. Finally, this paper forecasts the revenue and expenditure of basic old-age insurance pension of Dalian from 2007 to 2016.
