Initial Discuss On Implementing Culture Management In Ganzhou Local Tax Sys

To manage local system culturally is a important measure to implement the concept of developing technically, which also benefit a lot for evolution of domestic tax system. It's a must to increase management level and to create "Harmonious and Honest" team. It's a profound step. By the end of 2005, Ganzhou Local Tax System , on the basis of implementing the concept of cultural management made by Jiangxi Revenue Department, has summarized Ganzhou's region culture and historical culture, melted into the essence of Chinese Soviet areas tax revenue culture and the Hakkas culture, established the concept of the implementation of culture management in Ganzhou Local Tax System.After more than a year's cultural management, Ganzhou City local tax system had achieved a rapid growth in tax revenue. However, we should realize that Ganzhou organization culture building is still in its infancy. It has still existed many problems. It's impossible to complete the construction in one move and it is a long-term project which needs to draw lessons from practice.This paper is composed of six parts and the author utilizes the organizational culture theory, adopts empirical analysis and system analysis, takes the organizational cultural reconstruction made by Ganzhou Land Tax System as the research object, identifies the existing deficiencies in organizational culture construction made by Ganzhou Land Tax System, analyzes the causes, and explores the effective ways to manage tax system culturally. In order to achieve this goal, author offers the solution in conclusion.I believe that there are many effective ways of cultural management in Ganzhou local tax system. First, the leaders should attach importance to the construction of a perfect cultural institutions. Second, the leaders should create a cultural atmosphere in local tax system, desigen some Cultural rules in Ganzhou Local Tax Systemare, establish the highly-effective tax revenue collection and the tax payment service system, improve the quality of cadres. In addition, the enhancement of administrative enforcement power and enlarging the tax assessment on Ganzhou local tax cultural reconstruction are also the effective ways of cultural management.At last I hope my humble effort could impel the organizational culture construction of Ganzhou Land Tax System and it could promote Ganzhou tax system's development with a great leap.
