Since reform and opening, the transport enterprise of the logistics has gotten great development. It plays a very important role in national economy. At present, because transport market has bubble qualities , sincere system is imperfect and enterprise has own defects and so on, there still exist some obstacles and bottlenecks which perplex the development of logistics industry. It is objective requests for social economic development to face and get rid of these obstacles, thus promote the development of regional economy.This text based on the research of logistics center planning, logistics information planning, traffic planning, project investment analysis, investment economics and other theory, combined the reality of my company, gave consideration to long-term and short-term planning of urban construction, it also considered that the market construction must agree with the master plan of the urban construction, must in harmony with surrounding environment, must adapt to production and consumption demand. The article was proceed from the angle of giving full play to the market and building valid function in resource distribution, proceed with concept , development course and trend of the logistics. It analysed the economy and current logistics situation of Sichuan Province , Chengdu and the place at where the project was (Chenghua district and Xindu district), predicted the logistics demand, explained the content,traffic planning and investment analysis of new logistics project especially, the new logistics centre gathered transporting , storage , providing and delivering, e-commerce and so on, it would substitute the old Simaqiao wholesale market whose warehouse was outdated, network communication was straggly, geography collided with the development of city, so this project was reasonable. Its construction could solve the problems which exited in Simaqiao market effectively, could economize the freight at the same time, reduce the logistics cost, provide good service for the logistics of the whole city, then could improve the economy development of Sichuan province.
