Penavico Zhenjiang is Zhenjiang branches of the China Ocean Shipping Agency, mainly about the felly cargo and container agents. With the development of the Grand Cross of the Grand Canal in Jiangsu ,which brings a extensive prospects, the company has an urgent need for human resources under the guidance of the Strategic Planning System. This article summarize the strategic planning program of human resources by available managerial knowledge. Through the current research is still in its preliminary stages of starting positions of competent model, this model is considered as a strategic point of view and the starting point of the "person", and then the strategic planning program is presented .Although this research is about Penavico Zhenjiang, there are some references for other agencies as the lead agency.This article summarize global object of human resources strategic planning by environmental analysis. After the analyses of the balance of supply and demand by regression analysis, qualitative analysis and Markov matrix analysis, the human resources planning program is designed integrally , middle management positions competent indicator model is achieved by the questionnaire . a framework of the company's personnel strokes recruits and training is provided . counter measure and measure of human resources stratagem is worked out.This article settled the lack of human resources about Penavico Zhenjiang, provided the overall strategic planning guidance optimized and adjusted management level optimization on the human resources, due to limited of time and energy, the details of the program are still not perfect enough ,and need to be refined in the future research.
