The Strategic Choice Of Going Through Sustainable Development Tunnel Of Hebei Province

There is correlativity between economy development and environment quality, and the environmental Kuznets curve (EKC), which is used to describe this correlativity, is not always converse "U". The actuality of each region are different, correspondingly, the concrete shapes of EKC are different. Compared with the EKC of Zhejiang Province, which is a relative developed province, and the EKC of Ningxia Municipalities, which is a less developed region, the EKC of Hebei Province presents different shape, different extremum, and different inflexion.This paper reflects the difference of population, resources, economy and the difference of industrial structure, technical level, environmental consciousness cause the difference of EKC. Observing from the angle of sustainable development, the relationship between economy and environment is like a flexural tunnel. Its precondition is not to break through the capacity of environment. Or else, the trend of environmental worsening will not be reversed, and the EKC will not achieve the right half.This paper establishes econometrics model to describe the sustainable development tunnel of Hebei Province by selecting the time series data of economy and environment from 1986 to 2005, and it indicates the pressure of harmonizing economy and environment. In the new historical period of carrying out the conception of scientific development and constructing the Harmonious Hebei, we should consider the actuality of Hebei Province seriously and seek the effective measure to going through the Sustainable Development Tunnel actively. We should improve the pollution charges standards and the fund policy of using; construct the system of marketable pollution right by utilizing market power; consummate financial credit policy; adjust and optimize the industrial structure, carrying out different developing policy in different industry; develop the Circular Economy energetically in order to take the new road of industrialization; improve the quality of the population, and intensify the education of environment protection; drive the science and technology of environment protection, at the same time heighten its application level; consummate the parochial environmental laws to provide the safeguard of the environment management.
