Paper is a part of the project of the office of science and technology of jilin province, which name is "Quantitative analysis and countermeasures researching of independent intellectual property for typical mechanical and electrical enterprises in jilin province". Mechanical and electrical enterprises occupy an important part of the economy in Jilin Province and play an extremely important role of jilin economic and social development, people's living standards and providing employment .The one way of improving the core competitiveness of mechanical and electronic enterprises is to increase the content of independent intellectual property rights, therefore, quantitative analysis to independent intellectual property of the mechanical and electrical enterprises in jilin province have a certain of the oretical value and practical significance.Paper establishes the basic principle for quantitative analysis of independent intellectual property rights of mechanical and electrical enterprises in jilin province on the basis of the situation of independent intellectual property rights and influencing factors ,through a large number of documents and in-depth investigations and studies. It establishes evaluation index system and model of innovation capacity,intellectual property evaluation index system and model,management evaluation index system and model,and the Multiple Goals Decision- Making Method model .Considering the status of intellectual property of mechanical and electrical enterprises in Jilin Provinceand evaluateing results of Multiple Goals Decision- Making Method, the paper propose the applying in independent intellectual property and strategy of protection from two aspects. The one is that enterprises establish mechanism of prompting and restriction from microcosmic aspects. The other is that government constructs advantaged environment for independent intellectual property.
