Out of the necessities of reducing the overall investment cost, actions has been taking to abundant the existing high cost low risk project execution approaches by those projects that intend to relocate product from its original EU and US manufacturing site to low cost location like China. Regarding of the risks in technology, financial, social liability and marketing aspect, improving the schedule risk management efficiency for chemical product relocation projects has it specific strategic importance under current circumstance.However, due to the lack of profound understanding of risk mechanism and practical tools, project risk management has been almost inefficiency. Hazard Study is one broad adopting chemical project technical risks management tools, which provides a practical thought for project schedule risk management in terms of reflecting the nature of risks and their development routs.Gathering the existing specialties and experience in chemical product relocation projects, we had analyzed the typical chemical product relocation project execution process that fits the current Chinese regulation requirements to identify key milestone tasks. All of the typical risks of each stage milestone tasks have been identified, assessed and summarized by group of experts. Built on the methodology of Hazard Study, we had established a model with those guiding questions of each typical phasic risk, which might be able to guiding the risk assessment group to identify and evaluate the schedule risks of a chemical product relocation project by simply answering those questions faithfully.Due to the time and resource limitation, only project planning phase has been adopted to illuminate the philosophy, development and usage of the model rather than the whole project life cycle. For the purpose of justify the effectiveness of the model, an on going project, Yangtze 1, has been referenced for the model comparison testing.
