Research On PPP Financing Risk Identification Of Relocation And Reconstruction Project Of Old Industrial Zone In Hada Bay

Hada Bay old industrial area relocation project is an influential PPP project in Jilin Province,in which the PPP financing risk problem is more research because of its unique financing characteristics.Risk identification is the starting point for the study of such risk problems.Therefore,this study is aimed at PPP financing risk identification in the old industrial area of Hada Bay.Firstly,the conceptual system of PPP(Public-Private Partnership)is sorted out in detail,and the theoretical basis of financing the choice of PPP model is further analyzed.Then,the financing reality of the old industrial area relocation and reconstruction project is analyzed,and summed up the lack of serious,simple means and narrow channel three real problems;Finally,according to the three problems,this paper analyzes the financing of the relocation and transformation project from the three aspects of capital gap,successful experience and application advantage.Then,based on this analysis,the paper analyzes the characteristics of PPP financing and the factors that affect the risk identification,and fully compares the existing risk identification methods.Based on the comparative analysis of WBS-RBS method,the WBS-RBS method is used to construct the PPP financing risk identification system of the Hada Bay Relocation Project.Through the analysis of each risk unit for each type of risk and each risk,it fully reflects the significance of the risk identification system for the relocation project of Hada Bay.Finally,according to the results of risk identification and the actual situation of the project,the participants of different levels: Jilin Municipal Government,China Development Bank and National Development Jilin Investment Company(SPV)respectively put forward the strategy to deal with the financing risk of PPP.
