By using the ideology and method of system engineering, network technology and telecommunication synthetically, the policy and technical supporting for constructing HEBEI interconnection monitoring system was analyzed in the thesis with the implement and the application of the system which provided effective technical support for government interconnection regulation, especially for the regulation of interconnection Qos powered by technical method.The necessity and importance of technical methods in interconnection regulating field was analyzed with a multi-carrier market conditions. It also provided the principle and chief technical solution of the system. The platform of the system is composed of DXC, SS7 monitoring devices, servers, storage devices, terminals and network devices. The servers included application server, database server, CDR server, WWW Server and time Server. The system's network was TCP/IP LAN with the database of Oracle RDBMS . The software satisfied the principle of multi-layer structure, distributed processing and modularized designing with the properties of well opened, high reliable and high error-free. The platform of the software was composed of three layers: data statistic layer, data collecting & monitoring layer, and data collecting importation layer. It can realize SS7 collecting, CDR combining, stating, reporting, query and alarming. This thesis analyzed and researched the optimizing of the system during designing, constructing and implement periods.The system has applied in practicality. The monitored results have determined some interconnection problems, helping the carriers to solve interconnection troubles. The primary analysis and estimation of system running, application and monitoring result was provided in the paper and pointed out the problems of this system that should be solved later.
