Collection of vehicle tolls has played a positive role in promoting the rapid development of highways is China's toll road construction. 18 provinces and municipalities in China have already conducted a re-charging method of experimental work on the phenomenon of overload for freight transport vehicles which are against law. In this paper, the empirical study of the implementations and results of the toll-by-weight program in Liaoning Province play an important role in the establishment of a fair, rational and scientific manner of collecting vehicles tolls, standardizing the transport market order in Liaoning Province and promoting the development of the traffic.The first section was the introduction. It discussed the research background of the paper, the research status of the toll-by-weight charging method in the theoretical study and practical aspects, the main research content and ideas of the paper.The theory of roll-by-weight was outlined in the second section. Guiding ideology and principles of the program, charging rates of re-calculations, pricing methods and other basic theoretical issues are systematically discussed, which laid the theoretical foundation for the follow-up research.The present situation of road in Liaoning Province was analyzed in the third section. The road transportation situation in Liaoning Province was qualitatively analyzed in the following three aspects: the total volume of road transport, bus volume and the highway network status.The forth section was about the framework for the toll-by-weight program of expressway in Liaoning Province. The framework for the toll-by-weight program of expressway in Liaoning Province was proposed firstly, including three parts: the principles of implementing the toll-by-weight program, the implementations of the program and the management processes. Limitation to the quality standards of goods, the weight of charges calculation method and the charging system of vehicles enjoying preferential policies constituted the implementation plan of toll-by-weight program.An empirical study of the implementation of the toll-by-weight program of expressway in Liaoning Province was in the fifth section. On the basis of the empirical study of the way of implementing the toll-by-weight program on the highway in Liaoning Province, the quantitative analysis was discussed in five aspects: the charging on individual cars, the total amount of fees and charges, the impact on trucks, changes in the rates of concession vehicles and the effect of governance overtaking.The sixth section was the conclusion of this paper which provided the conclusion of the example and gave countermeasures and suggestions of the ways to further improvement of the weight of charges.In this paper, quantitative analysis of basic conclusion summarized as: Quantitative analysis of the implementation of programs revealed that in the legal loading, the levels of fees of individual cars weight-charging method and the original model for the vehicles divided into several models stayed the same; in the different overloading circumstances, it reflected the principle of fairness of the overloading of the "standard model, overloading loading , over-charging".The levels of fees of individual cars weight-charging method and the original model for the vehicles divided into several models stayed the same, but there were also fees for an increase in the general level of the model. In the results of the governance loading, severe overloading situation basically ended, moderate overloading situation has been markedly curbed, and mild overloading situation was unclear. This paper presents the main recommendations were as follows:(1)Different vehicles bearing standards and not accurate measuring instruments impacted the results of the re-charging. Therefore, in the future, stepping up research and development, improving the accuracy of the measuring equipment to reduce the failure rate of the charging system and taking cost control goals into account were necessary measures that should be adopted at this stage.(2)In the process of re-charges, increasing appropriately the transparency of the process of re-charges as well as retaining the artificial accounting functions can adapt to the demands of the road users knowing the re-charging rates standards, and can effectively avoid charging standards opaque, and the controversial highway toll stations leading to overcrowding and blocked, and so on.(3)Greater discounts was further given to concessions vehicles to help local fresh agricultural products to enter into the market circulation area quickly, in order to encourage intensive mode of transport and reduce the total social logistics costs, and ultimately to promote the healthy and sustainable development of such vehicles on the transportation market.This paper did not conduct research on the different standards of the loading based toll collecting in different areas, however, the future trends should improve and perfect the heavy fees standards in terms of unifying the different regions in order to promote the sustainable development of collection and management work.
