The Empirical Research On Toll By Weight Of Guangdong Province

Application of Highway Toll Criteria by Weight has been applied in27provinces inChina. As an experimental unit of this weight-charging system, Yuebei section of Guangdongprovince began to try it as an example since November1st,2009and followed by Yuexi andYuedong section in September21st,2011and October20th,2011respectively.The middle section of Guangdong province(Pearl River Delta, Guangzhou, Shenzhen)has not use this weight-charging system till now. The application of this weight-chargingsystem in this section will officially symbolize the implement of this charging system inGuangdong province. The implement of weight-charging system which is a reform oftraditional charging system will have a profound influence on Physical Distribution in nearbyareas. Therefore, the establishment of weight-charging policy has to be carried out withcaution and overall considerations, especially when relating with the influence of chargingstandards in on regional development of Physical Distribution.Based on information collection, this paper uses quantitative analysis and qualitativeanalysis methods analyzes the implement effort of highway weight-charging system inGuangdong province, by choosing representative motorcycle type to measure anddemonstrate, which has a profound practical significance in founding a more fair, reasonableand scientific charging system of goods stock and development of Physical Distribution.First, this paper elaborate the guiding ideology and principles, fees standard andcalculation methods of weight-charging system.Second, from the total volume of highway logistics and transport, highway trafficconditions, highway network status and logistics development planning and influence ofweight fees on Regional Logistics status, this paper has a qualitative analysis of Highwaylogistics in Guangdong Province. On this basis, this paper has a research on embodimentframework of the weight fees in Guangdong Provincial Expressway. The framework includesthe guiding ideology and principles of weight fees, embodiment of the implementation andmanagement processes.Third, this paper investigated the effect of weight-charging system in Highway ofGuangdong province. This paper also had a quantitative analysis on the fee change ofrepresentative motorcycle type, the influence on traffic volume and total fee, the influence onthe motorcycle type of physical distribution, the development of40-foot container trucks,management of overrun and overload, etc.Last, the conclusions of the empirical analysis and the perfection of countermeasures and suggestions of weight fees, provides a practical experience for transportation managementdepartment, and provides a reference to the official weight fees policy in middle section ofGuangdong Province and even the overall Guangdong province.
