Research On The Sustainable Development System In Jilin Province

In order to accurately evaluate the rankings relative change in the evaluation system for sustainable development capacity of Jilin Province in China's 31 provinces, municipalities and autonomous regions, sustainable development capacity evaluation system will be divided into five fields ,that is survival support systems, development support systems, environmental support system, social support system, as well as intellectual support system. This paper adopted the relative asset evaluation methods that is put forward by the sustainable development strategy study group, Chinese Academy of Sciences, to evaluate these five support system, and calculate respectively the relative value of assets and liabilities relative value, in order to analysis the relative position of Jilin province.Based on the analysis of relative assets and liabilities of the sustainable development capacity of Jilin Province, we can see the Jilin's environmental support system, social support system and intellectual support system for the overall situation better, higher than the national average level. Development support system is poor, lower than the national average, with a comparative disadvantage. Survival support system is with the situation volatile. In the survival support system , the agricultural indicators situation is better with a comparative advantage in the country; climate resources indicators is poor, and there will be little change in the short-term, but it should also be pay attention to; compared with the national average , there is a great gap in agricultural inputs of Jilin , that need to increase the intensity of inputs; survival sustainability index is relatively low, that is in a relatively disadvantageous position in the country, and should increase the input and the degree of importance, attached to a life support system is the sustained development of protection and survival of resisting support system drastic fluctuation in the net asset value of the capacity.While the net asset value development support system has been negative, but the trend has gradually improved, the net asset value increased every year. Jilin economic cost index is in the last, so it should intensify efforts to attract foreign investment. In the transport storage and postal industry, it should also increase investment, improve the transport storage and postal industry load capacity; quality of regional development in Jilin Province is lower than the national average level, need to pay attention to the development quality of the region.Environmental system in the Jilin sustainable development capacity has been higher than the national average, from 2000 to 2006,the net asset value of the environmental support system is basically in stable condition. Emission levels, SO2 emission levels, and other indicators are better, but the solid waste emissions and dust emission levels in the basic bottom, have a comparative disadvantage. Jilin ecological vulnerability index is better, with the development of natural geographical advantages. Climate and soil erosion index is not satisfactory, need to further improve the efficiency use of land, taking measures to protection land and strengthen control soil erosion. Jilin regional resilience of the overall situation is basically equal to the national average,and some indicators higher than the national average,with a comparative advantage.
