Abundant fast produced information, extensively applied high new technology, free flowing basic resources,thecustomer's continuous upgrade demanding, all of these request the business enterprise take an accurate, fast and valid reaction according to the changing market,and continuously looking for the competitive focus.American scholar Prahald and Hammer raised the concept"Core Capability of Enterprise in" Core Capability of Enterprise" of《Harvard Business Review》in 1990. Different scholar give different define to the Core Capability of Enterprise.See from farsighted investigation, the business enterprise competitive advantage is decided by the deeper Core Competence ability of enterprise ability structure .for the enterprise owns limited resources, which determines the enterprise can't acquire the same competition ability in all business scopes, but to concentrate the limited resources on the core business. modern enterprise become more and more depends on the exterior market to supply material, equipments, accessories and various services, the rising supplies species scope and the quantity of enterprise purchasing, the save of purchasing,become the Core Competence ability of the business enterprise competition.The supply chain management refers to a gathering management of the producer, supplier, retailer, tradesman and supplier of transport, information and other logisticses service - from supply of the product to the final consumer, make the tallest state of the logistics. its target is make a supply chain with the superior merchandise product supply system, reduce the logistics cost of the whole supply chain,realize fast reaction towards the customer, also raise the customer service level and competition abilities at the same time.when mention the supply chain management,we have to talk about the purchasing management. Purchasing is not only a very important step of the Supply Chain management ,but also an signify portion of the company Total Strategy In order to realizethe upgrading of the Core Competence,the company must establish scientific Purchase System and Purchase Strategy.In today's manufacture industry, Purchasing System determines the efficiency of supply chain, so the research and revise of the Purchasing System become a very important topic of the enterprise Purchasing management,while the establishment of the scientific purchasing system requires the overall understanding , comprehension and mastery of the concerning purchasing knowledge, this thesis researches present condition of the SVCC Purchasing System ,which is based on the supply chain environment, from the analyse of the design of purchasing function to the analyse of inside and exterior environment of the purchasing,carry on subdividing and revises according to the provided-theories, and provide some forecasting suggestion on the better execution of purchasing function of the company purchasing department.The Global sourcing is a combination of resources optimize and combine under the globalization background,the global company carry on resources' deploy,their sale system, purchase system, supply systemses are all formed from globalization supply, especially a lot of international enterprises, international academe are all sparkplug global operation system, purchase system and this kind of cooperation under the concept of supply chain.This is a basic trend that Global sourcing develops in the whole world. After China entered WTO , the domestic exists a market environment and real fair price advantages,high-quantity product make many international enterprise or multinational company pay a great concern in China market, especially in China merchandise,and willing to purchase in China,which give a promotion to China export and makes it a good chance and background for china enterprises.
