The early 21st century is an important period of China's comprehensive economic and social development. China should further improve the socialist market economic system ,expand reform and opening up, speed up the strategic adjustment of economic structure, promote the upgrading of the industrial structure, to face economic globalization and the challenges of international market competition. Survey and design industries without exception are subject to market competition pressure.Innovation and transition is the main line of development for Telecommunications industry "11th Five-Year" Plan. In terms of telecom operators enterprises, deepen the strategic restructuring is the important ways to resolve the current difficulties. Survey and design enterprises providing technical support for the telecom operators also must conform to the current development of the entire telecommunications industry trends,in the restructuring of the environment, through its own restructuring to meet the needs of the market.Jilin Province Planning and Design Institute of Posts and Telecommunications have been joint-stock private enterprises from state-owned enterprises, but its privatization running time is short. Because of its long-term administrative management under the planning-economic and the relative professionalism of the industry, at present there are still more problems: market share shrink further; remuneration system are no more suit the requirements of market-oriented environment; there are larger issues of corporate governance.Jilin Province Planning and Design Institute of Posts and Telecommunications has completed its institutional reform, But there are some gap compared with the domestic and international engineering consulting firm, the main problems: the low level of project management, un-meeting the needs of market competition; the relative single business, the weak total project Contractor; the long-term shackles of planning-economy system and state-owned units, thinking and awareness can not meet the needs of market economy and domestic and international engineering market's changes. The key of the organizational form choice is to the realization of matrix weak to strong matrix changes.Jilin Provincial Posts and Telecommunications Planning and Design Institute has completed the institutional reforms. Now it must be carried out from the business transformation to meet the needs of the fierce market competition. Before the transition it must first solve the problems at present. Only it solves these problems,it can further deepen the reform, further develop.In the target market, it should be identified as target markets in Jilin Province, taking into account the market outside Jilin province (Shanghai, Guangxi, etc.). In the product line, it should not be limited to wired communications and wireless communications design.
