This study focused on finding out influential factors on the effectiveness of project governance in the public telecommunications sector in the Republic of Yemen.The main objective of this research is to find out and measure the Influential factors on the effectiveness of project governance and measuring the effect relationship of these factors on the effectiveness of governanceThe study chose eight factors that influence the effectiveness of project governance(effective project stakeholders management,effective the accountability,transparency,and disclosure,effective risk management mechanism,the effectiveness of monitoring and controlling,role of Project Sponsor,good project procurement mechanism,an efficiency of project manager,efficiency of project teams).This study targeted three large telecommunications companies owned by public entities.The study used a quantitative method and used the questionnaire tool for data collection.After the data collection process,the researcher analyzed the data based on the regression analysis,graphical analysis,and Descriptive statistics.The study found that there are seven factors affecting the effectiveness of project governance,respectively(Effectiveness of monitoring and controlling,the efficiency of project managers,good project procurement mechanism,efficiency of the project team,the role of Project Sponsor,effective risk Management mechanism,effective accountability,transparency,and disclosure).The study also found out that governance in the public telecommunications sector projects suffers from weakness because the board does not contribute to the strengthening of project governance,lack of clarity of roles,responsibilities and performance standards in project governance,lack of clarity of relationship between the overall business strategy and the project portfolio,members of delegated bodies have not sufficient authority and resources to help them make good decisions,there is no real information to support the business case,weakness of external audit,there is no clearly defined criteria for reporting project status and the risk,the organization does not promote the culture of internal improvement and disclosure of project information,the public sector does not support the engagement of stakeholders in the project at a level to commensurate with their importance,finally the rules and regulations in the public sector do not support the activation of project governance.
