The crew is a kind of occupation with a long history, but seafarer assignment has been fully developed as a mode of work in the last few decades. Due to the young people who pursue a way of comfortable working and living on land in most developed countries, the lack of the crew is the inevitable when people are free to choose their careers. According to the statistics, it is difficult for us to find a crew if the per capita income reached 3,000 US dollars. With the development of economy and the improvement of people's living standards, the number of the crew in developed countries has a significant reduction. Therefore, developed countries become a demand side in the labor market of the crew. Conversely, in developing countries, there are lower per capita income and abundant labor resources. To develop their own shipping industry, developing countries has established some shipping policies which encourages more people to engage in marine. Based on the two reasons discussed above, developing countries have become the main supply side in the labor market of the crew. China, a developing country, owns a lot of idle labor recourses due to reforms. We are confronted with main tasks of solving the employment problems and stimulating economic development. The crew assignment can ease employment pressure, and driven economy, especially the rapid development of the rural economy. Therefore China should further expand the number of crew assignment to enhance our international competitiveness of the crew.The thesis has an analysis and discussion of the study on the expansion of the crew assignment, which is composed of five chapters. In Chapter one, the paper first gives a general introduction to labor export, stating the crew service assignment is a kind of labor export on the basis of signed labor contracts by home enterprises and overseas employers. Secondly, the author illustrates the formation of the crew labor market solves the imbalance of demand and supply for the crew in various countries. In addition, changes in the supply-demand relationship have brought opportunity for developing countries, especially for China. Finally, the paper makes a classification of the crew labor market in terms of its general characteristics and particularity with the purpose to have a deeper analysis and understanding of the crew labor market.Chapter two makes a detailed analysis on the current situation, advantages and disadvantages of Chinese crew assignment. In the first place, with a short history and weak foundation, Chinese crew assignment grows out of nothing, from weak to strong. Although China's crew assignment has made some progress, it has a slow development in recent years. The reason lies in the crew's generally poor standard of English, the level of business, the lack of awareness of environmental protection law compliance and poor adjusting cross-cultural management system. However, the factors affecting the crew assignment are not only the crew's inherent quality, the breadth and depth of personal education and training, but also more importantly is what the system environment provided by governments is. In second place, there is a lack of some related laws and regulations on the crew service assignment, the intermediary institutions in a buyer's monopoly position. CCOSE with semi-official characteristics controls the market of the crew assignment, which stifles the formation of the competitive market of the crew service assignment. Every coin has two sides. In terms of Chinese crew assignment, there are also two sides of disadvantage and advantage. In contrast to the disadvantages, there are still some advantages such as rich human resources, formal training, strong government support and the like.Chapter three analyzes the effects of the crew assignment labor export on society and economy. Since the crew labor market is a special kind of the labor market, it must have supply and demand. From the perspective of demands, international laws and conventions have some requirements on the ship manning. In addition, the number of ships in operating condition is stable. Based on the two reasons discussed above, the demands of the crew lack flexibility. In terms of supply, with the increase in wages, assignment will be rapidly expanding and the supply curve will be showing a change in the prices with the characteristics of flexibility. However, in short-term, the crew training could not go beyond the limit because of the strict requirements, long cycle, high cost and highly technique. International Seamen's labor market will be in balance in short-term. The crew assignment labor export will trigger a series of supply-side effects, including the effect of income and foreign exchange balance, consumption and savings effect, the employment of human capital, cultural dissemination, allocation of resources, as well as the brain drain, lack of family education, and other negative effects.Chapter four gives an introduction to the successful experience of the crew assignment as an example to the most successful country, Philippines after discussing Chinese national conditions. The government of Philippines attaches great importance to the crew assignment labor exports and sets up specialized institutions for labor export services, which perfects a set of legal system to ensure a lasting, stable, orderly and healthy development of labor exports and overseas employment. The intermediary institutions improve the access to supply and demand information of international crew in the labor market and fully grasp the demand information of the crew on demand side, which expand the geographical scope of the crew assignment in Philippines and increase the number of the crew assignment. Philippines has developed a good training system for the crew, which is the essential for it to become the overlord of the crew assignment.Based on the analysis above, we have to return to a topic on how to expand the number of the crew assignment in China and how to have a position in the international crew assignment labor market. Chapter five states that we should recognize the situation, the advantages and disadvantages of Chinese crew assignment and summarize the successful experience of home and abroad. The author offers some suggestions on policies in terms of the incorporation of the crew assignment into national strategic system, establishment and improvement of promotion and protection system and importance of the quality of the overall crew training.
