| Industry is the dominant industry and pillar industry in the national economy. The Chinese economy has been going up quickly and has gained a tremendous achievement which makes a focus of the world's attention since the reformation and opening. This tremendous achievement profits from the great increasement of the industrial economy.However, due to differences of regional conditions, system innovation, industrial development, technological advances, as well as non-equilibrium strategies of industrial development, the degree of China's industrial economic development among different regions exists huge differences. This status has caused the extensive attentions from government and academia. Most studies show that the disparity of regional industrial economy in China minished in 1980s, but the trend to a continuous expansion has appeared since the 1990s. The disparity of regional industrial has a direct impact on the competitiveness of China's economy in the international market. The government has adopted a series of "regional coordination" development measures in 2000.With the implementations of strategies such as Western Development, Northeast revitalizing and Middle Emergence,the situation of China's industrial economic has a certain degree of changes. After entering the 21-st century, the increasingly open market environment makes the competition between regions become more intense. In the new era background, researching and Synthetically evaluating the industrial competitiveness, furthermore proposing the strategy for the coordinated development of regional industrial have practical significances.The paper is divided into five parts, structures and contents of every part are arranged as follow. Chapter one,Introduction.Firstly, on the base of summarizing the status of China's industrial development, we raise the topic background and practical significance of the paper.Then we review the current situation of domestic and international research.At last,we introduce the main research method and framework of the paper.Chapter two,theoretical foundation for the study of regional industrial competitiveness. This chapter is divided into two parts.In the first part, we discuss the concept and research level of competitiveness, meaning and essential of industries competitiveness. Then according to the general definition of industrial competitiveness,we define the concept of regional industrial competitiveness. The second part focuses on explaining the theoretical foundation for the study of regional industrial competitiveness, i.e.comparative advantage theory and competition advantage theory, it is a basic premise of measuring the regional industrial competitiveness, and also the important foundation for studying the regional industrial competitiveness.Chapter three, evaluation index system and method system for regional industrial competitiveness. This chapter is divided into two parts. The first part describes design principles of the competitiveness evaluation index system firstly, next on the base of these principles, we design the evaluation index system for the regional industrial competitiveness.The index system is composed of twenty– three material indexes , which is selected from nine affected aspects of industrial competitiveness, i.e.infrastructure terms,information-based intensity,production scale,production efficiency, market influence, technology transformation strengths , technological innovation strengths,degree of opening up , durative development capacity. The second part introduces the quantitative analytical methods that the paper uses,i.e.factor analysis approach and cluster analysis approach,especially for their basic principles and applications in evaluating the regional industrial competitiveness.Chapter four, the empirical analysis of evaluating China's regional industrial competitiveness.This is the emphasis of the study.first of all, according to the establishing index system,we choose the corresponding data of 29 regions in 2001 and 2005 in china as original data,do factor analysis,and gain the same common factors in the rough,i.e technological innovations,production scale,opening up and production efficiency.So that we classify the selected indexes scientificly,and find out the main factors that affect China's regional industrial competitiveness.Then on the base of factor scores we classify regions by cluster analysis, the basically same classification is received.In the next place,by studying the analysis results,we find out the whole changes of industrial competitiveness in our country,and further analyse the industrial competitiveness of three regions, eastern,central and western,mainly for the development trends and causes of the gap. In the end of the chapter,we study the industrial competitiveness of Jilin Province.On the one hand,through the dynamic comparation we identify the trend of industrial competitiveness development in Jilin.On the other hand through the longitudinal comparation of average data among three northeastern provinces,central region and the nation,we discover the competitive advantages and disadvantages in the industrial development in Jilin Province,as well as the static position of industrial competitiveness.Chapter five, Countermeasures and suggestions of enhancing the competitiveness.In this chapter, on the base of empirical analysis,firstly aiming at problems such as the large regional differences and the widening gap between regions in the industrial development, we put forward countermeasures and suggestions to upgrade the eastern, central and western industrial competitiveness separately.Then we discuss the measures to enhance the industrial competitiveness in Jilin Province at a more specific point of view.It is the results of the paper at the end.By studying the analysing results,we draw the main conclusions from three aspects.First,the emphases of China's industrial development model transfer from mainly relying on improving the quality of laborers as well as the level of R&D,and on the advantage of scale to enhance the productivity to focusing on improving the strength of opening up and the quality of laborers and the level of R&D;The intensive growth mode for industrial economy has not formed in China;The absolute gap of the industrial competitiveness in different regions is still large.And from an overall point of view,the relative gap shows the expanding trend.Second, the level pattern of industrial competitiveness in the eastern,central and western regions has not been improved,and the industrial competitiveness in the eastern region is still significantly stronger than that in the central and western region. From 2001 to 2005, the industrial competitiveness in the eastern region had a small rise,but showed decreased to some extent in the central and western regions,which widened the gap between the East and West,and narrowed the gap between the middle and west. The widening scores gap of opening up factor is the main reason that widened the gap between the eastern and western regions.The significant improvements of the production scale and production efficiency in the western region is the main reason that narrowed the gap between the central and western region. It is suggestive that the esat should keep upgrading the industrial structure towards the new type industrial economy whose core productivity is science and technology innovation,and on the base of existing advantages, strengthen brand awareness and further enhance its competitiveness in both domestic and international market; The middle and the west can develop hi-tech industries and advantage industries by virtue of their own labors,resources and other comparative advantages,and accelerate the transformation from the resource advantages to the competitive advanges depending on scientific and technological innovations.Third,from the dynamic perspective,the significant decline of scores and ranks of three main factors,i.e.production scale,production efficiency and opening up, maked the comprehensive score of Jilin's industrial competitiveness drop.Jilin Province should continue to increase the input for the scientific and technological innovation, meanwhile better the mechanism from technological achievements to the market,speed up the transformation from technological achievements to producing force,enhancing the industrial output and efficiency by technological innovation.On the other hand,Jilin Province should further intensify opening up and attract more foreign capital and advanced technology,to promote the development of industry in the province.From the static point of view, Jilin's industrial competitiveness is up the medium level of the country,in a leading position in the central region. But in three northeast provinces its industrial competitiveness is the weakest,mainly due to the large relative gap of production scale and efficiency between the other two provinces and Jilin province. |
