Since entering 21 st Century, the world economy from the traditional economy with a reliance on cheap labor, producing low cost products has fully entered into a new era of knowledge economy, which relies on new product development. Innovation-driven development has become the general trend of international development.All countries in the world put forward the innovation- driven strategy for the development of the times, and try to increase the force and vitality through innovation and take the initiative in the process of global economic integration.After years of reform and opening up, China has developed into a major economic power and entered the ranks of the scientific and technological power, what’s more, the national innovation system construction has achieved initial success and the country’s independent innovation capacity gradually improves. However, compared with other developed countries, China’s economy is far from achieving the "innovation-driven development", large but not strong is very prominent. To this end, the report of 18 th CPC National Congress has further clarified the implementation of innovation-driven strategy, proposed a global vision to plan and promote innovation and stressed that the development of China’s future from traditional labour and resource and energy-driven to innovation-driven technology.Northeast China is the largest industrial heavy base. The northeast old industrial base has formed a a wide range of industrial system of oil, coal, machinery, chemical and iron and steel industry, and amassed a large number of large and medium-sized enterprises and owned a large number of strategic industries related to the national economy. As the eldest son of the people’s Republic of China, the industrial cradle of new China, its strategic position of the Northeast old industrial base is very prominent in China’s national economy and it has always been highly valued by the party and the national government and has long been incorporated into the revitalization of national development strategy of high degree. Under the background of the current national comprehensive implementation of the innovation driven development strategy, innovation has become the essential requirements of the revitalization of the old industrial base. After ten years of development, through the implementation of a large number of revitalization of the old industrial base to adjust the major projects, the old industrial base further strengthened and production manufacturing capacity, technology and equipment level and product quality has been significantly improved. Large and medium-sized state-owned enterprises play their own advantages, and through II times innovation and integrated innovation in the field of major technical equipment, it has achieved a large number of independent results, breaking the bottleneck of industrial development, greatly improving the level of China’s technology and equipment. However, under the influence of many factors, such as system, mechanism and so on, there is still a big improvement in the technological innovation capability of the old industrial base, and the effect of technological innovation on the overall revitalization has not been fully released. As an important source of competitive advantage, technological innovation provides a strong driving force for regional sustainable development, and it is the essential requirement to improve the quality and efficiency of regional economic growth and accelerate the transformation of economic development mode. Therefore, A further study on the regional technological innovation competitiveness and the formation of the ideas and Countermeasures to enhance the competitiveness of the technological innovation of the old industrial base in Northeast China play an important role in further strengthen and improve the innovation system of the old industrial base in Northeast China, improve the innovation system and enhance the competitiveness of the northeast old industrial base in Northeast China.The research ideas are carried out in the following three aspects: firstly, the combination of literature research and investigation. In this paper, the research on the regional innovation competitiveness of the northeast old industrial bases needs a large number of relevant data and the results of the previous research. Therefore, it is necessary to study the relevant literature, and also need to carry out the relevant research. Secondly, the combination of theoretical research and practical research. The research on the regional innovation competitiveness of the northeast old industrial base needs reference and theoretical innovation, and also use these theories to analyze the path, stage, focus and countermeasures in revitalization of the northeast old industrial base. Therefore, it is necessary to combine theory with practice. Thirdly, measurement analysis method. Using the comprehensive evaluation system and DEA-Malmquist model, using various Statistical Yearbook(China Industrial Statistics Yearbook, China Statistical Yearbook, China Population and Employment Statistics Yearbook, China labour Statistical Yearbook, China Environmental Statistics Yearbook, etc.),making an accurate measurement for regional innovation development, innovation ability and innovation performance of the northeast old industrial base.The full text is divided into seven chapters. The first chapter is the introduction. The research significance, research purpose, theoretical innovation and inadequacy of the paper are elaborated respectively. The second chapter is literature review, which summarizes and concludes the relevant literature about regional innovation competitiveness and the northeast old industrial base, and then discusses the competitive advantage theory, national innovation system, regional innovation system and technological innovation of the old industrial base. The third chapter is the theoretical basis of regional technological innovation competitiveness, from the basic connotation, features, the analysis of frame and the index system. The fourth chapter is the analysis of the innovation foundation of the northeast old industrial base, mainly on the analysis of competitiveness of economic growth, industrial competitiveness, the competitiveness of enterprises and the competitiveness of opening up.The fifth chapter is the analysis of the innovation environment competitiveness of the northeast old industrial base, mainly on the analysis of hard environment infrastructure and soft environment which includes the enterprise system,the market system, the government system and the status, cause and focus of the informal system. The sixth chapter is the analysis of the innovation input and output of the northeast old industrial base, mainly on the analysis of innovation input-output competitiveness, as well as by constructing two stage DEA model and theoretical model of DEA-Malmquist index method to do an empirical analysis of the Northeast old industrial base performance. The seventh chapter is the comprehensive evaluation and analysis of the technological innovation competitiveness, as well as the countermeasures and suggestions of improving the competitiveness of of the northeast old industrial base,based on Innovation foundation competitiveness, innovation environmental competitiveness, competitiveness of input-output analysis to summarize the suggestions of improving the competitiveness of Northeast old industrial base innovation.
