Policy Research About Mining Enterprises' "Go Abroad" Strategy In China

Mining is one of the oldest field in which people go in for produce activities. It provides the mineral resources which are the material basis for the survival and development of mankind. In the development of human history, human society continues to expand the utilization of mineral resource. Up until today, mineral resource has become the material guarantee for the social and economic development of every country in the world. It is not only the source for the survival and development of developing countries, but also the strongly object of developed countries.China is a major mining country, rich in mineral resource. However, as China is in a large population, per capita of mineral resources is in a low level, coupled with China's relative shortage in bulk mineral resource, most of the mineral resources are difficult to use. the development of mining has been seriously hampered, State resources security is being threatened. China put forward the"go abroad"strategy, pointing out benefits"two kinds of resources and two markets", so as to promote China's sustainable and healthy economic development ideas. For lacking of experience and competitiveness, which caused by the imperfections of the policy, China's"go abroad"process is hampered. How to improve our support for mining enterprises to"go abroad"policy is becoming a problem which attaches great importance and concern of Chinese Government.This paper is on the view of the country's resources and strategic security, with China's "go abroad" strategy as the guiding ideology, in theory, the use of foreign direct investment theory to support the enterprises. The establishment of direct foreign investment model is used to qualitative analysis to support the implementation of mining enterprises"go abroad"policy measures provide a basis for the proposal.Through comparing domestic and foreign mining enterprises to"go abroad"to use of offshore resources, point out that the problems encountered by our country and the cause of shows that the establishment and improvement of national support is important for the policy. And through China's"go abroad"strategy to support policy analysis, from the different types of the successful experience of developed countries, the paper put forward advices of policy to support the mining enterprises to"go abroad".
