Study On The Relationship Between Resources-oriented Enterprises And The Government

Since Innes'creative study on the resource-oriented city in the 1930's, the relationship between the resources-oriented enterprise and the local government has become a major problem of national economy. The conflict between the resources-oriented enterprise and the local government has been an obstacle because of resources quantity degression, exploration difficulty, development cost rising, and land and finance limitation. Along with the great local resources'influence and the administrative level effect of resources-oriented enterprise, the contradiction which is a stumbling block of resources-oriented city transformation appeared. Under this circumstance, the author discussed the corporate development of the resources-oriented enterprise and the local government from the viewpoint of game theory. That is: how to characterize the resources-oriented enterprise and the local government to make their self-orientation clear, how to confront with the opponent, what strategy to take in order to gain the biggest benefit based on seizing on the resources space.This paper analyses the relationship between the oil enterprise and the local government, the reason for the contraction between two organizations, and the solution of how to face with the obstacle and settle it through studying the actual relationship between the Liaohe oil enterprise and Panjin city and the problems of Liaohe oil enterprise development. First, the author analysed the particularity of the resources-oriented enterprises and the local government in our country from regulation, industry structure and social issues; second, the author discussed the problems about producing both game relationship, explained the different manner in detail; last, according to the game theory and making the game behavior hypothesis, the author established the matrix of game relationship between the resources-oriented enterprises and the local government, analyzed the relationship of all kinds of factors in this matrix and brings out the benefits in both sides in detail, and gave the scientific explanations in the condition of Nash Equilibrium.This paper starts with the particularity of the resources-oriented enterprises and the local government. But because of the characteristics of the enterprise in this field are representative and universal in our country. The author believes that this method base on the specialty of the relationship can be applied for the relationship between other kinds of enterprises and the local government.
