The natural resources is a"double-blade sword", many countries and areas benefit from its development, however, suffer from a lot profound problems that its development brings about at the same time. Some areas have got into the"resources trap", and are encountering numerous obstacles in economic developments. The transformation and development of resource-oriented cities have become in particular a heated topic and a serous problem. China is both a large producer and consumer of resources, and resources-oriented cities commonly exist in China. Moreover, its natural geographic conditions and development model of planned economy period lead to certain particularities of resource-oriented cities, such as relatively large scale, non-separation of administration from enterprises, low-level marketization, low-level outwardly-oriented economy, narrow resources concepts, etc. The development and transformation of China's resource-oriented cities is playing a very important role in sound and rapid development of economy and society. However, it remains as a bottleneck in China's industrialization process for it is a complex and long-term problem.There are many angles of view on the study of resource-oriented city. This thesis focused on the development and transformation of resource-oriented city by developing human resources. Based on these previous research achievements on this problem, the thesis stated the feasibility and necessarily of human resources development in resource-oriented cities by qualitative and quantitative analysis, document consulting and field surveying. The innovation of this thesis is 4 developing models of human resources in resource-oriented cities and their selecting way, as well as the demonstration analysis of Liaoyuan city in Jilin province.The thesis consists of six chapters: Chapter 1 introduced the background, significance, content, research method and routes of this thesis; Chapter 2 summarized the related theories including human capital theory and development and transformantion theory of resource-oriented city.This chapter is the theory foundation of the thesis. Based on the practical experience in Germany, France, American and Sweden, the necessarity of human resources development in resource-oriented city was demonstrated in Chapter 3. The models of developing human resources in resource-oriented city including exterior environment, the basis, principle and target of development were introduced in Chapter 4, and a specific analysis of these models was also in this chapter. Chapter 5 put forward the selecting way and modle of developing models of human resources in resource-oriented city and analysized the 7 factors and other terms that impact the selecting of developing models of human resources. Based on the model choice theory and data from the investigation, a demonstration analysis of Liaoyuan city in Jilin province was included in Chapter 6. This chapter put forward a developing model of human resources in Liaoyuan and some suggestions on policies to promote the transformation of the city. The thesis put forward some suggestions on how to solve the problems of human resources development in resource-oriented cities. A further profound study is needed because the suggestions in this thesis are still superficial.
