Since the state's implementation of"revitalizing the northeast old industrial base"strategy, the three provinces (Liaoning, Jilin and Heilongjiang) in Northeast China can become the Pearl River Delta, Yangtze River Delta and Bohai region after the"fourth growth pole"has been the theory and the leadership at all levels in the Northeast concern. This paper is according to the three northeast provinces of human capital for economic growth and the relationship between the statistical analyses.The paper begins by reviewing the domestic and foreign scholars on human capital, economic growth and institutional change by the theoretical and empirical studies. It was found that some nations or regions'human capital in the economic growth process does not play a significant role, although they also accumulated a great deal of human capital. We speculated that the system will be adopted by factors of human capital for economic growth functioning.In order to prove the correctness in this paper, which is joint the institution variables before and after the economic growth model of quantitative analysis. Whether the three northeastern provinces of economic growth is an important determinant of human capital for economic growth, which is the role of the institutional factors constraints through the human capital empirical test. This paper is according to the comparative analysis with 10 provinces and eastern parts, we concluded as following: (1) Liaoning Province is the best economic situation in the Northeast China, its human capital's contribution to economic growth rate is opposite and higher, and it is also smaller with the margin of eastern each province.Jilin Province and Heilongjiang Province are relatively backward,and their human capital to promoting of economy the function isn't obvious; (2) The three Northeast Provinces are lack of civil investment in human capital incentive mechanism; (3) The factors of the three Northeastern provinces are constraining the role of the human capital. Finally, the author concluded a number of countermeasures and recommendations in this paper.
