Land is not only the material basis for people's survival and development, but also an irreplaceable means of production for social development. Land of different regions have different natural, economic and social conditions .what is more, people's activities in different areas would have different consequences. To analyze the validity of land when it is harnessed by mankind, we must pay attention to regional differences. And land-harnessing regionalization is the very solution to this problem. Land-harnessing regionalization refers to reduce an area to the basic unit-geographical area or type of land-harnessing based on the difference of the natural, social and economic conditions of the land, the relative consistency of land types with land-harnessing direction. The purpose of regionalization is to harness land reasonably, scientifically, orientedly. To carry out regionalization of land, we should sum up the commonness and make out the differences of land-harnessing of different areas, conduct scientific and comprehensive researches, map out the objective rules of regional differences, make certain of the natural, social and economic conditions, the advantages and disadvantages of land resources, the properties, structures, status quo, characteristics, trend, potentials, approaches of land-harnessing.This dissertation discusses exhaustively the developmental course, theories, principles, methods with regard to land-utilization and land-regionalization. In the past, designers usually regionalize land relying on his or her own experience and the means of qualitative researches. Simple as this method is, but it is lacking in persuasion. While combining qualitative researches and quantitative researches will add to much more persuasion of the designing. It is a more feasible method and make up made up the deficiencies in qualitative researches which is carried out merely relying on experience. It could be regarded as a trend of land-utilization and land-regionalization.This dissertation take Hebei province as an example, based on the similarities and differences of different regions of Hebei' natural conditions (including topography, the frost-free period, annual average temperature, annual rainfall, soil, vegetation,≥10 degrees temperature), socio-economic conditions (per capita gross domestic product (GDP), population density, traffic conditions, the proportion of agricultural population)and the status quo of Hebei provinces(including land use, agricultural land utilization and non-agricultural land use, land and its internal paddy field, dry land, irrigated, the proportion of vegetable, garden proportion, the proportion of grassland, the proportion of forest land, settlements and The proportion of mining sites, the proportion of land transport and the proportion of waters), using GIS software space analysis, combining qualitative and quantitative analysis researches, plotting out comprehensively every areas of Hebei's land. In consequence, Hebei province is divided into seven areas of land use, land-use fifteen sub-districts and land-use fifty tablets, and the conditions of land resources and the characteristics and trend of land-harnessing are expatiated exhaustively and comprehensively. It is very helpful for Hebei province government to map out the general scenarios of Hebei's land-Harnessing.The dissertation falls into five sections: in the first section, the concepts of land regionalization and land-utilization are clearly difined offering the premise for the study. In the second part, the researches of domestic and international land-utilization and land regionalization are summarized, laying the foundation for the study. In the third part, the theories, principles, the basis and methods of are described. In Part IV, taking Hebei Province as an example, using the theories of land regionalization and land-utilization, regionalize Hebei province and describe each region of Hebei Province, and finally conclusions and prospects are given in Section V.
