In our country, the labor dispute turns increasingly worse, to which has beenwidely paid attention by the society. There have been two developments to protect theworkers'rights yet. One is to push the Worker Union to protect worker's rights byexpanding the Worker Union's legislative rights, which is predominated by thegovernment. The other one is Enterprise Social Responsibility development by whichthe enterprise protects the workers'rights by itself. There exist many differentopinions on which one is better to protect the workers'rights.The target of this paper is to make the research on how to set up a kind ofinteractive system that the Worker Union cooperates with the enterprise to protect theworkers'rights by analyzing the relationship between the Worker Union's functionand the Enterprise Social Responsibility.Except for the preface and the conclusion, this paper concludes five articles.In the first article of this paper, the author analyses the different opinions on theexpanding power of the Worker Union and the development of Enterprise SocialResponsibility. This part firstly introduces the course of the Worker Union'sexpanding power and the development of Enterprise Social Responsibility in China,then the author analyses the Worker Union's expanding power and the developmentof the Enterprise Social Responsibility in detail. Based on that, the author makes aconclusion that the Worker Union's expanding power and the Enterprise Social Responsibility are developing independently in China.The second article is the core of this paper. In this part, the author analyses bothtwo sides of the Worker Union's expanding power and the Enterprise SocialResponsibility. In this section, the author firstly discusses the challenges to theexpanding power of the Worker Union and the development of Enterprise SocialResponsibility, which means that both of the two developments have their ownadvantages and disadvantages. Next, the author discusses the system problem of theWorker Union, and the essential reason why the Enterprise Social Responsibility hasfailed in China. In a word, both of those two systems have their own disadvantages;our country needs a new way to solve the problem of the Worker Union and theEnterprise Social Responsibility, the author thinks the interactive system between theWorker Union and Enterprise Social Responsibility is better choice.The third part is to discuss the sticking point of the two systems'cooperationfrom the angle of the international labor organization's improving the core laborstandards by two forms (the Worker Union and the Enterprise SocialResponsibility).This section firstly introduces four contents of the core laborstandards, then the writer analyses how the International Labor Organization realizesthe core labor standards by the Worker Union, and the Enterprise SocialResponsibility as well. To sum up, the cooperation between the Worker Union and theEnterprise Social Responsibility can come true; it will protect the workers'rightsmore effectively.In the fourth article, the author introduces two typical development modes of theWorker Union and the Enterprise Social Responsibility. This section firstly introducesthe unionism tradition of American Worker Union in that the Worker Unioncooperates with human resources management in an interactive system to protect theworkers'rights more effectively, which makes the relationship between the workersand the employers harmonious. Then the author introduces that in the relationshipbetween the Worker Union and the Enterprise Social Responsibility, the FrenchWorker Union is too powerful to represent the workers'interests. It may cost a lot ofthe whole society. The Article five is to discuss how to set up an Interactive System between theWorker Union and the Enterprise Social Responsibility. From the author's standpoint,the first solution is that the new system should be helpful to set up the organizationindependence of the Worker Union and renew the old system. The second one is thatthe enterprise should take charge of the social responsibility by self-discipline toprotect the workers'rights. Based on all the analysis above, the author puts forward tosome suggestions to set up an interactive system between the Worker Union and theEnterprise Social Responsibility.
