In this process, searching for a reasonable solution to the "Three Agricultures" problem, safeguarding the interests of farmers earnestly is an important part for effectively stimulate domestic demand and ensure the healthy and stable development of China's economy. In the past 20 years, China's rapid economic development drives the rapid pace of urbanization, and results the expansion of the great demand for urban land. During this process, a lot of rural collective land is expropriated. Since the current land expropriation system formed in the era of the planned economy, the environment system and the target of existence has been changed, incompatibility and lag increased clearly, the interests of farmers violated unceasingly in the activities of land expropriation, and produced a series of social problems. The core of land expropriation is the institution of the profit distribution of land. In the current system of land expropriation compensation, compensation standards, the scope of compensation and the distribution of compensation are facing many problems, and caused strong dissatisfaction among farmers, confrontation, petition incidents occurred from time to time. In this context, this article attempts to find a suitable land expropriation compensation approach for the development of China's socialist economic, through systematic and in-depth study on our land expropriation compensation system. Which's order is promoting social and economic sustained, healthy and stable development. The article uses the theories including property rights and land property rights, systems change, rent and premium and transaction costs. On the basic of drawing on the domestic countries(regions)Land expropriation compensation mature experience, The article analyze sour current land expropriation compensation system's problems, including unreasonable compensation standards, narrow the scope of compensation and not standardized distribution of compensation. And more deeply analyzes the root causes of these problems, namely the vagueness of collective land ownership and the poor of farmer's rights. Finally, the article raised matching measures on improving our land expropriation compensation system, namely, that improve the rural social security system, including the living, pension security, health security and legal assistance of farmers who lost land, providing education and training opportunities; Sound land market development, nurture rural land markets; Improve the relevant legal construction, create the legal basis for land expropriation reform.
