Review Of China's Macro-control Practices Of Social Development

Since the 1960s social development, which is getting more and more recognition form both governments and scholars, has been an important aspect of one country's developments. Especially after the 1990s, the world's most countries regard social development as program of action and important policy. During China's social and economic transformation,relevant researches are gradually getting rich with the deepening of macro-control of social development.Based on the existing basis of theoretical researches, this paper tries to outline the developments of China's macro-control practices of social development and the characteristics, in order to make a contribution to theoretical innovations. According to the close relationship between economic growth and social development, China's macro-control practices of social development are divided into four periods: The first period is from the founding of the PRC to the beginning of reform and opening-up (1949-1979); the second period is from 1979when the reform and opening-up was launched to the foundation of Socialist Market Economy System in 1992; the third one is from 1992 to 2003 when Scientific Concept of Development was put forward; the last period is from 2003 till now.Through the summaries of achievements and problems in macro-control practices in every period, this paper compares the practices from their backgrounds, objectives, methods, means, subjects and objects and several other aspects, and also sums up the development process of China's macro-control practices of social development. It has progressed from the one originated from economic control as a subordinate to the one which is relatively independent and has its own system. The macro-control policies were scattered in some Five-Year Plans when the PRC was just found. But now Department of Social Development of National Development and Reform Commission which is responsible for putting forward strategies for social development was set up. And a multi-level strategy of macro-control of social development has been formed. The means of the macro-control over Social development have transformed from executive orders to a more scientific and rational policy system which contains economic means, legal means, and social advice and so on. The subject of the macro-control over social development now contains the government, non-governmental organizations and individuals in the market. But at the beginning the subject is only the government.
