During the era of knowledge economy, the high-tech enterprises have gradually become the engines to improve our national economy, such as providing with technological innovation for traditional manufacturing or service industries. Meanwhile, the high-tech enterprises are receiving more and more attention from public. In long run, besides contributing to national technological development, the high-tech enterprises are one of main elements to measure the sustainability of economy growth, the suitability of industry structure, the rationality of national revenue, and the international competitive competency of the countries.The high-tech industry is playing a more and more vital role in national economy, with its rapid development. The emergency of public listed corporations among high-tech enterprises is the navigation for the industries and stirs our countries economy growth, social development, and national power improvement. Domestic and foreign practices suggest that in addition to conforming to the common principle of industry development, the high-tech industry should have its special principle that human capital has climbed up to the first productive element with the industry rapid development. From the industry characteristics, the most differentiation between high-tech industry and traditional industry is that the former is established on the basis of knowledge and belongs to knowledge and technology focused industry. Especially from recently foreign researches, it is the social elements, such as institutional arrangement and cultural tradition related to potential exertion of human capital, but not the quantity and quality of material capital, that determine the development degree of a country, an area, and even the high-tech field.Without doubt, it is critical to appropriate location and effective stimulant of human capital in high-tech industry to carry out how to explore and inspire the sustainable innovation of those who own the human capital in high-tech enterprises, and how to realize the integrity and self-value, enterprise value, and social value.In view of those above, the paper will concentrate on human capital of high-tech industry, use theories on human capital property rights, human capital incentive effects, enterprise life cycle, and psychology for reference. In addition, combined with those problems lying in human capital incentive mechanism of our national enterprises, based on researches on human capital, enterprise life cycle, and innovative incentive model (incentive effects of executive stock options), the paper will discuss the practical effects of high-tech enterprise human capital property rights incentive from the views of both management level and employees, to find the way of building scientific and systemic channel for human capital incentive mechanism, to ensure the continuous invention of sustainable innovation, and finally to push the strategic sustainable development of high-tech enterprises by optimal human capital property right structure and maximum incentive effects.
