Analyzing on the development status since China's stated-owned forest farms are come into existence,this paper indicates that the actuality is in danger and the contradiction is acute though the stated-owned forest farm has made great contrition to the country and the status is still importance. Exploring on the reform course of the stated-owned forest farms since the reform and opening-up, it displays primarily that the core problem lies in the insufficiency of development powers. Then it makes learning and revelation on management and operation of foreign stated-owned forestry and first-ranked stated-owned forest farms in China, and makes a contrast among collectivity forest farms, private forest farms and stated-owned forest farms by region.Based on above, it summarizes the extrinsic appearance and intrinsic fundamentality of the stated-owned forest farm's jeopardy. The intrinsic fundamentality lies in the quality and orientation of the stated-owned forest farm, the management system, and the operational mechanism, though. the extrinsic appearance involves nature condition, factors and costs, product conditions and polices.The construction of dynamical system model for the stated-owned forest farm's sustainable development is the paper's core content. After discussing the theory basic, practical foundations, and premise and principles, it constructs the model framework and makes primarily analyze on it.Dynamical factors and dynamical mechanism are two main dimensions of the model. Based on economy activity circulation model, and combined micro with macro, the optimizing allocation of dynamical factors means the whole course that the stated-owned forest farm uses manufacture factors to bring up productions and services. The evolvement of dynamical mechanism sets out from economy activity circulation model of the stated-owned forest farm also, explores the main powers of every courses of system operation, and in the end deduces the dynamical valves for the sated-owned forest farm's sustainable development which are the system cores, the focus to breakthrough and the measures to solve.
