The protection of cultivated land is an important part of the national strategic security. Basic farmland directly influence to food security, so the implementation cultivated land protection, in fact, is the implementation of basic farmland protection. This article, based on classification of agricultural land, taking equal index as main reference to the quality of agricultural land, adding indicator systems establisehed from the farming slope, cultivated land joining, the water conservation infrastructure condition, the distinct from cultivated land to the main line, the distance from cultivated land to the urban cities and t to the residential area of countryside. With hierarchy analytic process to removed artificial influence, the result of agricultural land classification, other water conservation position factors and the need of basic farmland protection are combined together and merged into one organic whole. Because the initial data of the index are not in consensus, a standardization process is required. In this article the agricultural land classification and grading all use this standardization process in different terms. Based on this, compositor for all the cultivated land in Licheng district in Jinan takes the synthetic evaluation method, in which the first few places in the compositor result is guaranteed to be listed as basic farmland, with the presupposition that the basic farmland accounts for 86 percent of the total agricultural land. Excel and VBA are major programming methods which helps sort out the compositor results. With these results and the support of GIS technology, spatial localization is finally done and thus, basic farmland in Licheng district in Jinan city is divided and classified, which have realized the expected sorting results. The innovation of this article is combining GIS technology with Excel and VBA programming methods to classify basic farmland. And this method is proved true and useful in this article.
