The Chinese cultivated land per capita is very rare, and the food security is closely related to the national stability. In this high-speed development of industrialization, townshipzation and modernization period, to promote the intensive utilization of land is the only choice to solve the contradiction between demand and supply of land. Industry land occupies the largest ratio in China. For example, in Jiaxing city, 47.6% of land for construction is for industry (including storehouse). So to reinforce the intensive utilization management of industry land has huge reality meaning to solve the contradiction between the demand and supply of land and apply the economic substantial utilization strategy.Grant-Land Approach has implemented for more than 20 years, and it has great promotive effect to the social economic development. But as the land source is more and more rare, its real right ownership challenge the intensive utilization management. Under the land transferring system, land is regarding as the property with very high invest value, which make land use as capital or only for speculation, but not as a rare production element. So beginning from the setting of land ownership, ignoring the character of capital and recovering the character of rare production element to make full utilization of land. The creditor's right trend of annual rent system can conquer the disadvantage of land transferring system, but it brings out some new problems. 1. If the land leaser has only the leasing right of the land as creditor's right, he can only occupy the use the land, but not trade the land. That is to say , he can not transfer, sublease or mortgage the leasing right of the land. That the land leaser will have no motivation to manage. If the leasing right much be trade, there is not a stale and safe platform. 2. As the owner of the land (the government ) take the rent, or adjust the rent, the land user has to take back all the stuff above the land. Which may occur some quarreled increase the cost of trade. 3. The house ownership is the most fully and the most complete real right, but the annual rent puts it on a incomplete and unstable creditor's right base. Once the land owner and land user disagree on such as rent or rental period and can not make agreement, the ownership of house will become a " house on the air". But if emphasis too much on the creditor's right quality of the land will be back to the disarrange of land transfer system. this article try to find a improving annual rent mode, the house and land- combination workshop rent mode and the first-grade market annual rent and Grant-Land Approach combination mode. It analysis the necessity, availability of the industrial workshop rent mode and the problem it may occur. And it gives the policy suggestion, bring forward the industry land lease mode innovatively and makes analysis briefly.Under the current policy, with the diversify demand and diversify utilization of industry land, the unique land supply policy can not meet the development of market economy. So the diversify supply mode of industry land will come into being necessarily. Finally, there will be a demand "pyramid" of industry land according to the possession extent of the ownership. Which is the land-utilization format including transferring system of industry land, rent system of industry land and workshop- rent system. On the background of the substantial development strategy and the promotion to intensive utilization of land, it is necessary to fasten the step of put the annual rent mode into the land-supply system.
