The fast pace of industrialization and urbanization, a remarkable symbol of Chinesesocial and economic development, has virtually called for the rising demands for landresources. Many problems have been continually found from land rental and transferringsystem being implemented in the past decades, the core include tender、auction and listingbecome a mere formality, inefficient use of land, the less-efficient land usage. In fact, thetransfer system, the implementation period, the domestic land market has been changing,with SMEs demand side of the market growing demand, accelerated the upgrading ofenterprises, new industries emerging. The high land transferee gold allows SMEs todiscourage SMEs land difficult problem which affects the development of enterprisesconstantly exposed. These are the existing industrial land supply system presented a hugechallenge. How to satisfy these demands of various industrial enterprises under limitedsupply of land, to achieve land input and output maximization, has stood in the veryhotspot of today’s discussion.Up to date, lots of scholars have been working on many remarkable researches in thefield of land transfer system improvement. The thesis of the process of rapidindustrialization, land shortage, extensive use of industrial land in the background, withreference to domestic and industrial land rent system on the implementation of researchresults, and in Xiamen City, for example, analysis of industrial land and the drawbacks ofthe system industrial land rent system currently implemented specific practices, theimplementation of proposed industrial land reserve institutions dominated rent systemmodel and the specific implementation. This research could improve our industrial landreform, and promote industrial land intensive and efficient for reference. Research papershave the following:(1) In the analysis of domestic enterprises, the development zone, the village collectiveand other leading industrial land rent system of different characteristics, problems andshortcomings, propose collective construction land in the reserve sector led industrial land rent system a new model;(2) Analysis of the industrial land rent system implementationmodel, land sources, the lease term, the rent is estimated that the implementation ofsafeguards and other industrial rent system to implement key elements;(3) ProposedXiamen annual rent system of industrial land t system implementation and management ofthe operation mode is recommended for the promotion of industrial land at an annual rentprovide a useful reference.
