With the rapid development of industrialization, urbanization and modernization, shortage of land has been the key in the economic development of Hengyang city .In certain degree, land problems limit the economic development of Hengyang city. Discussion about the Urban Land Intensive Utilization and enhancing the efficiency of urban land use are beneficial to optimal allocation and rational utilization of the urban land resources. In addition,it will make the limited land resources develop the larger benefit.The meaning of urban land intensive utilization,the contents,the methods were deeply researched in this paper. The basic characteristics and format of urban land intensive utilization and the relation between intensive utilization were introduced particularly. The principles,the theoretical gist of urban land intensive utilization and the basic theories of the evaluation method which included AHP, DelPhi and multi-target grading method were analyzed. On the basic of general situation and the urban land utilization state of Hengyang city,the index system of evaluation which include four rule layers, twenty factor layers,twenty index were fixed by the methods of Goal Method and cause and effect method. The proportion of evaluation index was confirmed on using the method that combined AHP. After dealing the evaluation index with dimensionless mode,the result of Hengyang city's urban land utilization was ascertained by the multi-target grading method. The level of intensive utilization was at basic intensive stage from 2000 to 2006 at the scores of 0.370,0.404,0.403,0.405,0.468,0.474,0.501,and it was ascending in a curvilinear way. On the basic of analyzing the evaluation results,the author put forward the measures to make urban land utilization in intensive way.
