The fringe of urban agglomeration is foremost and the most concentrative area which receiving dispersion effect from urban agglomeration, at the same time, the urban agglomeration is also the most concentrative area which absorbing excellent labor force, funds and trades of The fringe of urban agglomeration. With the speeding development of urbanization and industrialization, the urban agglomeration is stronger continuously, and its dispersion and cluster effect is more prominent to fringe area, the cooperation and relation of people, matter, information, funds, and technology from each other.On September 1 in 1996, Jingjiu railroads whole lines had been open to traffic, people hoped Jingjiu opportunities could bring bigger development for Shangqiu , but the decade passed by, Shangqiu didn't develop therefore. The economic development of Zhengzhou and Xuzhou are very good as the railroad hinge, and develop into Zhongyuan urban agglomeration and Xuzhou metropolitan area severally, as the railroad hinge similarly, but Shangqiu is a developmental dent.The urban development research is the study hotspot field of urban geography, but main concentration in the city that the center city and the city belong to urban agglomeration, but the research of the fringe city of urban agglomeration is very few, and the research of Shangqiu's development is thin, make Shanfqiu's development lack of the material theories support. Shangqiu's development can't"talk about Shangqiu for Shangqiu", but should adopt the way of thinking of"jump off Shangqiu to see Shangqiu","seeing Shangqiu stand aloft". Shangqiu lie in between Zhongyuan urban agglomeration and Xuzhou metropolitan area, and their fringe area, the thesis study Shangqiu's development from this special angle of view, at the same time, expect provides a kind of research way for other district's development.This thesis arranges the main contents according to thinking way of bring forward problem, analysis problem, and solving problem. Main contents are as follows:PartⅠ, the fringe of urban agglomeration is the key district to attention for implementing sustainable development strategy. This thesis find out Shangqiu's development disparity with the way of putting Shangqiu in the whole province, comparing to cities around Shangqiu, and put forward Shangqiu's development research from the angle of view that lie in the fringe of Zhongyuan urban agglomeration and Xuzhou metropolitan area. And analyze signification for study from the theories and practice, put forward creative point of the article.PartⅡ, in this part this paper introduce and reviewed the study harvest about the urban development study and Shangqiu's development, provide a few of lessons for this research. And this paper introduces some theories foundation and research methods of the study. The textual theories foundations have: the center- outer circle theories, the space dispersion effect, interaction theories, and urban integration theories. Research methods are as follows: The SWOT analysis, the qualitative analysis combines together with quantitative analysis, theories research combines together with actual analysis, present condition analysis and future program to combine together etc.PartⅢ, in this part, this paper analyze Shangqiu's development characteristic and with Zhongyuan urban agglomeration and Xuzhou metropolitan area. Shangqiu's development characteristic includes the population characteristic, economic condition, and social development; analyze their interrelation from the difference of economy development, dispersion effect, cluster effect and interaction.PartⅣ, on the base of partⅢ, the thesis carry on the SWOT analysis of Shangqiu's development from the strengths, weakness, opportunities and threats.PartⅤ, the thesis put forward Shangqiu's exterior development strategy. And which think from the integration development of transportation, space, economy, urban function between Shangqiu with urban agglomerations, and cities around Shangqiu.PartⅥ, the thesis put forward Shangqiu's interior development strategy. It should construct Shangqiu to be a transportation and commercial city, culture and tour city, and regional center city.
