A Study Of The Local Financial Resource Construction Of The Poverty-Stricken Areas-Xiangxi Autonomous Prefeture

The local financial resource construction of the poverty-stricken areas is the basis to ensure the healthy and enduring development of the local economy of the poverty-stricken areas and also the reliable guarantee of the overall building of a well-to-do and harmonious society. It has become a very important and urgent problem how to cultivate local financial resources of the poverty-stricken areas, increase their budgetary income, promote the economic growth, and improve people's living standard of these areas. This thesis takes Xiangxi Nationality Autonomous Prefecture in Hunan Province as an example to explore the building of the local financial resources of the poverty-stricken areas. The study has great theoretical and practical significance.The present study proceeds in the following way: First, some basic concepts related to the construction of local financial resources of the poverty-stricken areas are introduced. Crucially, the concept of the local financial resource construction is defined and the theoretical basis and target of the local financial resource construction in poverty areas are presented. Secondly, the situation and existing problems of the local financial resources construction of Xiangxi Nationality Autonomous Prefecture are discussed. Taking the Prefecture as an example, the thesis, through a thorough investigation and detailed analysis, explores the weak basis, no-excellent financial resource structure, deficiency effect of the financial resource construction. Thirdly, a detailed discussion is given to the countermeasures and suggestions to solving the problems of the local financial resource construction of Xiangxi Prefecture. The thesis first discusses the necessity the local financial resource construction of Xiangxi Prefecture. Then it goes on to study the policy of the financial resource construction of the Prefecture. Finally, in order to solve the problems in the financial resource construction it is proposed from the perspectives of property growing, property gathering, and property using that it is necessary to expand the local financial property cultivation, to build a system to stabilize enduring high-effect financial resources, to deepen the institutional reform of financial resources, to reinforce the finance and tax collection, the administration of financial resource gathering, and the establishment of ensuring measures.
