Building high-tech zones is an important means of promoting the transformation of scientific and technological achievements and developing of high-tech industries today. After more than 10 years of construction and development, china's high-tech zones have become a dominant force of developing of high-tech industries. It plays an invaluable role in the promotion technological progress and industrialization of scientific and technological achievements. In 2005, the Ministry of Science and Technology issued "national high-tech zones technological innovation outline," it brings forward the development strategy which can create a good environment and strengthen the capability of technological innovation. Despite china's high-tech zones in the environment and ability of technological innovation has made tremendous achievements, contributed significantly to the transformation of scientific and technological achievements, and the industrialization. But with the success of foreign high-tech zones of technological innovation comparison, there will be the gaps in awareness, laws and policies, technological innovation, financial support and intermediary service institutions .the several issue's mergence and final settlement is to be seen as an system innovation.By researching the objective environment and subjective ability of the technical innovations, I discussed China's high-tech zones of technological innovation.
