The construction and development of high-tech zones is an important indicator of the success of China’s reform and opening up, After more than 10 years of development , China’s high-tech zones have made outstanding contributions to the development of high-tech industries , Is entering a new stage of development . But as a developing country, China is still at the low end of the global industrial chain . State High-Tech Development Zone is a considerable extent on the development and expansion of preferential policies to support land . The development zone enterprises, enterprises listed rate, the number of patent applications is still very low rate so , International competitiveness of small enterprises is few. In particular, with the further improvement of China’s economic structure and the increasingly fierce international competition after WTO entry . Rely on the resources and capital inputs, the marginal benefit in reducing the growth pattern. relying on preferential policies also reduce the marginal benefit of the development pattern of China’s high-tech zones will face new and severe challenges. faced with the urgency of the“second venture”,the high-tech industrial zones management model and management system has become the key high-tech zones.This paper introduces the historical evolution of the world’s science and technology park and the development of China’s high-tech development zones first, and in a large number of investigations on the basis of the results from previous studies , analyses the management of the domestic of the high-tech zones.and as the Zhangjiang Hi-Tech Park an example, put forward the development of China’s high-tech zones in the direction of management.In this paper, the main point of research and innovation, including :1. This paper reviews on the management model for the analysis of the high-tech zones .After introducing the development process of high-tech zones, analyzing the feature of the type of Foreign government management、Government and research institutions management, enterprises management and Association management and the type of domestic-oriented government,Enterprise-oriented. Further analysis of the internal management of high-tech zones, there are four issues : CMC’s legal status is unclear , Leading system is not perfect, CMC management authority has yet to be finalized, management model is not yet perfect. 2. In this paper, a systematic analysis of the management model for the Zhangjiang High-tech Park given out. Based on the large number of literature on the basis of access and site survey , qualitative and quantitative analysis using a combination of methods, from the management of the Zhangjiang High-Tech Park management, investment and financing channels incubator building, human resources, service platforms and joint development with the surrounding areas carried out a systematic analysis of six, Zhangjiang High-tech Park, which explained the reasons for the success of management.3. In this paper,it introduces the innovation and development of China’s high-tech zones management model specific aspects. The paper proposes high-tech development zones to advance to the selection of suitable management model, phased approach to the management of specific options, the government needs the support and intervention procedures, the government needs to“do something and do”, to participate in the management of enterprises and scientific research institutions, the adoption of“small, big community”of the management structure,“Second pioneering”phase of high-tech development zones in China pointed out the direction of innovation in management. And proposes the high newly developed area management patterninnovation three principles and four directions in this foundation.
