The natural monopoly is an important definition of national economy, such as telecommunications, electricity, gas, postal services, transport. Their development has a very close ties with the economic growth, poverty reduction and sustainable development. Compared with the reform on natural monopoly industries in other country, the reform is slower in China. Mainly because these departments were under the government's strict control system in the past. The postal service is the traditional natural monopoly industries, with the obvious characteristics of the network. The changes on the technology and consumer demands make the postal industry is facing fierce competition. How to introduce competition mechanism and regulatory reform has become the problems to be solved on the postal industry.China Post always complain the low postage, the heavy burdens of universal service. And consumers complain of poor quality and efficiency of the Post Service. While the government complains that China Post add too much financial burden. Therefore, the existing postal industry system has been forced to the edge. We are facing the problems such as how to improve the efficiency of the postal industry, how to break administrative monopoly, how to introduce orderly competition, how to compensate universal service business. At the same time, as China's accession to the WTO, the world economy and market is being integrated, the Post industry is also making a great change, which needs the redefinition of postal basic nature and rebuilding of its regulation system. As we know, the resent reform on Japan's Post Service Industry is so complicated, lots of aspects had be considered in it. So we can gain some valuable information from the research on it.As there are too many existing literature on the China Post Savings, this thesis doesn't have the relative part. It should be noted that postal reform of the industry is inevitable hot subject which follows the reforms of telecommunications, civil aviation, railway system. And, there are rare systematic and mature expositions on the postal industry regulations both at home and abroad. Therefore, the research on China's postal reform has important practical significance to the industry both theoretically and practically.
