The shift of surplus labor force is a key problem in the course of economic modernization in developing countries. Many economists research the economic development from the angle of labor force transfer. Therefore, there are many labor force transfer theories which are the general theory to instruct the surplus labor force of developing countries in recent years. Generally speaking, the surplus labor force of most developing countries can not be transferred effectively. Meantime, this problem brought troubles to the fairness and political stabilization. The reason of this could be following as this: the present general theories of western labor force transfer consider the natural resource of labor force as the precondition, and based on the hypothesis of labor force resource sufficient. These theories consider the labor force transfer condition is decided by the capital accumulation, and the practical problem of surplus labor force transfer of developing countries is resulted from the lack of capital. All of these mislead the practice of labor force transfer in developing countries.The new theories of information society economics gave up the labor force natural resource characteristics, renew the essence of labor force resource lack in developing countries from the angle of information society characteristics, draw the conclusion that the labor force transfer is decided by the quality of the labor force itself, and make a breakthrough compare with the capital fundamentalism of general theories of western labor force transfer. However, the labor force transfer model which is based on the information society economics breaks the general theories of western labor force transfer only from the angle of theories. This paper attempts to do the empirical research on the comparison of international labor force transfer based on the theories of information society economics and prove the reasonability of this model with the practical study. Finally, the solution of resolving the problem of labor force transfer in developing countries was concluded. Considering the problem of how to do it, information society economy take the opinion that the key point of whether the labor force will become the economic resource and be transferred effectively is decided by the whether the quality of the labor force will be capable of productive activities under the new knowledge system. Therefore, we must improve the quality of the labor force in order to resolve the problem of labor force transfer in developing countries. This point was proved by the western human resource capital theory. Owning to the human resource theory is based on the analysis of material society economics, it has some shortcomings itself. Human resource theory followed the resource allocation principle and cost return comparison principle, put the reasonable bound of investment on the point of which the martial human resource capital investment is equate to the martial investment. This method is very difficult in the practical work. Above all, we should go back to the angle of information society economics and bring forward the solution to solve the labor force transfer.Therefore, in order to solve the problem, first of all, this paper makes a comparison analysis on the general theory of western labor force transfer and information society economics. Second of all, this paper develops the labor force transfer model of information society economics by the comparative and empirical research. Finally, this paper brings forward the suggested policy to resolve the problem of labor force transfer in the developing countries.
