Research On Cultivated Land Use And Protection In Our Country

Since the foundation of the state, the quality of cultivated land of our country is degrading constantly, and the quantity is being reduced constantly. Especially with China's further opening to the outside world, reform, and rapid increasing of social economy, a large amount of cultivated land is utilized non-agriculturally inevitably. Under the situation of population increasing constantly, the conflict between humans and cultivated land become more and more intense. So it plays more and more important role in national economy day by day to utilize and protect the cultivated land effectively. The purpose of this paper is how to improve the efficiency of the cultivated land use and strengthen cultivated land protection, how to maintain dynamic balance of cultivated land total volume, realize the sustainable use of cultivated land resources, and offer the strong guarantee for sustainable development of the economic society of our country. In the course of studying, through analyzing relevant theories of the cultivated land use and protection, this paper seeks the most suitable research approach, namely the analytical methods of economics and law science especially, to enable studying course to be scientific and precise, and the research result to accord with reality even more. Base on the sustainable development theory, this paper probes into cultivated land resources to strengthen the cultivated land protection and then realize the sustainable cultivated land use. For a long time, the situation of cultivated land resources use in our country allow of no optimist, and cultivated land use and protection have serious problem. The paper discusses the existing problems in the cultivated land use and protection in our country at present and makes every efforts to find out the crux of the question and solve the problem. The research shows that the crucial problems of the cultivated land use and protection in our country follow as: the current rural land policies have restricted the further improvement of the efficiency of cultivated land use; relevant policies about cultivated land use and protection are not implemented; the city expanding takes up a large amount of cultivated land; the defects of land compulsory expropriation system cause the urban government to expropriate the land around(mainly cultivated land ) in the city blindly, which makes the quantity of cultivated land reduce constantly; extensive land exploitation is popular and a large amount of cultivated land is laid idle. Because cultivated land use and protection is tied with the strategies of sustainable social-economic development in China, it is significant to solve the problem of three-agri-issue, ensure the national grain security, solve the operation of agricultural industrialization and protect peasants' fundamental interests, etc. So the way and countermeasure must be found to solve the main existed problems of cultivated land use and protection in our country. So the property relations of rural land should be perfected. The efficiency of the cultivated land distribution should be improved through the market mechanism under distinct property relations. Land use system should be perfected and cultivated land use and protection should be strengthened. A good environment should be provided by perfecting relevant laws and regulations for the cultivated land use and protection. Using foreign advanced experience for reference to perfect the land use planning system, cultivated land use and protection is brought within strict control. In addition, to strengthen the system of the occupation and compensation balance in case of cultivated lands utilization for construction projects, strengthen the basic farm protection and perfect the land compulsory expropriations systems are all important ways to solve the problem of cultivated land use and protection. Cultivated land use and protection in our country is a big realistic problem and theory needed to further investigate constantly. The countermeasure and suggestion that the paper puts forward can be helpful to solve the problem of the cultivated land use and protection in our country.
