Study On Countermeasure For Anhui To Absorb The Industry Being Transferred From Yangtze Delta

Since China adopting the reform and opening door policy, our economy has developed rapidly, but the regional economic development is faced with the situation of imbalance. Along with the appearance of great difference in economic development among the eastern, central and western China, economic disparities highlighted problems, accelerating to develop the economy of central and western China, and reducing the- gap between the eastern region and the central and western region is a common goal of local and central governments and society. In 2006, the central government put forward to implement the strategy of central China's growing up, this brings the central region a rare development opportunity. Under this background, as a comprehensive process of including investment and trade activities among nations and regions, industries transfer has gradually become an important form to realize economic cooperation among countries and regions. Therefore, to study Anhui how rationally to absorb the industries transferring from the Yangtze Delta, has an important meaning in practice to accelerate the realization of Anhui's leap-forward development goal.This paper first introduces the relevant industry transfer theories both domestic and international, and systematically summarizes the related theories. Then, the author makes empirical analysis on the industries of two provinces and one city in the Yangtze Delta, educes that the industries of the Yangtze Delta have great similarity. From the industrial structure and efficiency, the capital operation ability, the speed of technological progress, the author completely analyzes the industries development instance of the Yangtze Delta from 2001 to 2005, fully analyzes the real possibility of related industries transferring and determines that the industries can be transferred from the Yangtze Delta. Later, from the aspects of labor force, natural resources, the author reviews the level of factor endowments of Anhui province, analyzes combination optimization between comparable natural resources each other. The paper completely analyzes the industrial structure and efficiency, the capital operation ability, the speed of technological progress of Anhui province, and analyzes the industries foundation of Anhui province which can absorb the industries being transferred from the Yangtze Delta. Finally, the author puts forward the relevant suggestions and countermeasures for Anhui to absorb the industries being transferred from the Yangtze Delta from the aspects of strengthening regional cooperation with the Yangtze Delta, and improving the transportation infrastructure, expanding financing channels, and constructing the talents support system and so on.
