There are value-added actions and the non-value-added actions in process of construction projects. It is significant to identify and control non-value-added actions for reducing construction production cost as well as raising the construction efficiency. Because of diversity and fixity of construction production, together with provisionally of production organization, the non-value-added actions in the project construction are different from those in other manufacturing in forms of expression and properties. It is necessary to make special study on non-value-added action.Firstly, the meaning of non-value-added actions is studied and three properties are pointed out. Then action analysis method is presented on the base of value engineering, which offers a framework for analyzing non-value-added actions. And non-value-added actions in design process and construction process are analyzed in this method.The non-value-added actions in design process are mainly following aspects: hindrance in cooperation of different profession, a great deal of alteration in design and iterative amendment in design documents. DSM (Design Structure Matrix) is used to find highly coupled and iterative actions sets, confirm decoupling strategy and reprogram the design process in order to eliminate conditions which brought non-value-added actions.Construction process is the main process of building production. The most non-value-added actions occur in construction process. Firstly, all kinds of actions are analyzed in the construction process by using ABC (Activity-based Cost) method. And different resources expense which actually occurs is distributed to every action. Then the list of non-value-added actions can be elicited by using non-value-added action analysis method. Finally, efficiency coefficient of every action is calculated by C2R model of Data Envelope Analysis. According to the computing result, quantitative analysis of value-added efficiency of every action could be processed.In the end, EVM(Earned Value Management) was introduced to build early warning system.Then dynamic control of non-value-added actions could be processed.
