For an EPC project, the cost of construction material and equipments take 50% of the total investment, accordingly, purchasing management has already been an important part of Project Management (PM). So, paying more attention to purchasing management, improving purchasing efficiency, reducing purchasing cost could make great significance for smooth project construction and productiveness.Through research on purchasing management of L Company, combining with the characteristics of purchasing management and EPC, this thesis researches the bidding management. First, the thesis describes some theories and methods related to purchasing management, briefly introduces the present situation of the purchasing management of L Co., Ltd. and its external supply environment, and analysis the most important key sections and problems which L Company is facing, and try to find out reasons which cause the problems. Then some proposal and measures were brought out to optimize L's purchasing management. By establishing a series of regulations and rules to manage purchasing planning, suppliers and purchasing process, meanwhile by introducing some other flexible purchasing means, L Co., Ltd. manages to improve its purchasing efficiency and decrease cost, taking bidding purchasing management to a strategic position to cooperate with suppliers so as to reach bilateral win. In order to ensuring smooth implementation of those regulations and rules, effective supervising and evaluating system should be established so as to thoroughly reflect, inspect and supervise the performance of purchasing department and promote L's long-term development.
