A Study On China's Urban Management System Reform Under E-government

The development of the information technology represented by computer science and network accelerates the construction of E-government and affects the urban management system deeply. The construction of a new urban management system in the context of E-government is very important to the academic research and can give some guidance to its reform practice. This article puts the urban management system reform under the context of E-government and gets the conclusion that we should change the managerial idea and deepen China's urban management system through the innovation of technology.This article can be mainly divided into four parts for the discussion. Firstly, It expatiates the background, the objective, the meaning, the general situation and research method of this article. Secondly, we analyze the problem of the urban management system such as the dimness of function, the superposition authority, despotism of decision making and the weakness of intendance. These kinds of problems constrain our country's economic and social development very seriously. We also discuss the causes of such kinds of problems. Thirdly, we analyze the classical cases in Beijing, Shanghai and some other cities and get the conclusion that the construction of the E-government since 1980s produces a lot of positive infections. It produced a lot of positive impacts on urban government's management system reform of our country such as changing government's management function, adjusting the organization structure, strengthening the exactness of the policy making and promoting government's transparence etc. But it is undeniable that there are also a lot of problems exiting inside such as the information-based foundation are comparatively weak, lacking the basic law and system insurance, the function of online government is imperfect and the E-government building doesn't correspond with the reformation of government management system etc. Lastly, we put forward our countermeasures for such kinds of problems. In order to solve these problems existing in E-government construction and urban management system reform, we must strengthen the construction of the following respects: Rebuild the function of urban government; Perfect the operation flow; Accelerate veracity and democracy in decision-making; Advance the performance management; Strengthen communication of public information.
