With the continuous deepening of reform and opening up and the accelerating of industrialization, urbanization and marketization of the rural economy, rural urbanization has accelerated continuously and rural social relations has gone through fundamental changes. The two-tier management system that integrates unified with separate management on the basis of household contract management has been unable to adapt to the development requirements of most of the villages which has been "swallowed" by cities. It is urgent to carry out the property right system reform, ushering in a new system of property rights. In 2008 October, Decision of the CPC Central Committee on Major Issues Concerning Rural Reform and Development in the third plenary session of 17th CPC Central Committee stated that in order to protect the legitimate rights and interests of farmers, rural property system innovation should be the main line, and by focusing on equity relocation and equity flow as a breakthrough, we should build a modern rural property system focusing on "clear ownership, clear responsibilities, strict protection and smooth circulation" and gradually establish a market economy system of collective asset management operation mechanism to increase farmers’income and to promote sustainable rural social stability and economic development.Property rights reform of rural collective economy refers to reforming the traditional system,in the rural collective economic organization, spontaneously or under the sponsorship of the local government. From the nationwide situation, the reform was still in the stage of exploration. Owing to the lack of overall and systematic solution,many of the problems influence the development of the situation.And meanwhile, due to the lack of academic theories’thinking and theoretical summary, the various forms of the innovation of property right system taken around did not get the attention they deserve, influencing relative reform and innovation. Therefore,it is urgent to further deepen the theoretical research to form the sense on consensus, clear ideas and measures,and to give guidance to practice from theory and policy.Rural collective assets management system of Kuiwen District, Weifang City is the new city community evolved from village, which can both serve the function of the collective asset management and the living functions. To strengthen collective asset management, it is important for safeguarding the legitimate interests of the residents and maintaining community harmony and stability. In order to protect the rural collective economic organizations and the legitimate interests of the rural community, Kuiwen District, aiming at villages collective asset disposal problem and using stock cooperation system as the main form, and using capital verification, asset quantification, equity settings, equity management as the main content, has carried out a large number of explorations and practices in the reform of collective assets management system. Through the establishment of the unified leadership of party committees, the Party and the government make concerted efforts with economy administered and supervised sector organizations and social forces to participate actively in the working mechanism, and has gradually built up the actual operation mechanism and distribution mechanisms suitable for Kuiwen district’s rural collective economic organizations, thus enhancing the collective services and improving the asset management level. This has promoted collective and individual income, becoming a strong impetus to the development of the scientific development of community collective economic organizations. For the rural collective economic organizations which have not implemented the "village to community" system, problems still exist such as the villagers gradually reducing while collective total assets increase, how to maintain and increase the value of assets, how to achieve collective rural collective economic development, how to increase vitality and protect the legitimate rights and interests of farmers. All the above problems can be resolved from Kuiwen District’s reform from the perspective of system and mechanism. In a sense, the reform of practices in Kuiwen District, has not only pointed a new way for the villages going through " village to community ", but also offer references for the study of villages with a large sum of collective asset that haven’t gone through "turn community " and the study of reform in rural collective economy organizations.This paper, through taking the empirical analysis, system demonstration, research and survey methods, analyzes problems between farmers and villages in the process of urbanization in rural areas, researches the development and changes in rural collective economic organizations, and studies the current status and problems of property rights system. It also illustrates on the necessity and urgency, methods and initiatives and the model of the reform in depth. Combined with the experience of other regions’village collective property rights reform, it takes an example of lijiazhuang village, Guangwen town, Kuiwen district in Weifang city.The paper focuses on scientific designing of property rights reform and innovation of rural collective economic organization, and analyzes the features, performance and problems of the community stock cooperation system in order to find new ideas of suitable development for the rural collective economic organizations, to provide a reference for the urban village collective assets management system, and to point out new ways for such new urban communities facing collective assets management system reform.
