A Study On The Development Policy Of Eco-industrial Parks In China

As the promotion of the strategic of sustainable development, developed countries take the ecologic industrial and eco-industrial parks as their important approach to achieve the coordination of environment and industrial development. Under this green trend, eco-industrial parks start developing in China. The development policy is an important part in the process of developing eco-industrial parks.The thesis has a study on the development policy of eco-industrial parks in China. It has an overview of the characteristics and structure of the current development policy. The main characteristics are: a,policy develops much slower than practice, which leads to the fact the policies only were made partially to the problems occurred. b,policy has not a whole design which increases the difficulty of coordination of policies. c,policy content belongs to both environment policy and industrial policy. d,policy class has macro policy and micro policy. The structure include area economy development policy in the parks which have a rudiment of ecology industrial,comprehensive environment governance policy in the parks which are polluted heavily and so on.Through the summary of the current statements and problems in the executive process, the thesis proposes several resolutions. Three problems have been concluded. Propagandas are far to enough; policies and technologies are restricted; problems occurred in use of resources. Two solutions have been proposed. Through the management of environment standard, environment policy and environment law, the government takes the responsibility to remedy the market failure of resource distribution; the government has to adjust to the need of ecologic industrial.Based on the evaluation standard of policy and the effects and deficiencies of policy, the thesis proposes to establish a management system.
