After the reform and opening up, Zhejiang’s regional characterized economy is being developed rapidly in these years, as growing a striking new trait in economic development. The characteristic industrial park is an inevitable outcome of Zhejiang regional characterized economy and the professional development of the market. It’s a place for the demonstration of investment environment, forerunner of new industrial development, concentration areas of science and technology innovation, which can reflect local economic development and social prosperity, attracting more and more society and governments’ attention and focus. In Zhejiang province, the government plays an important role in promoting the characteristic industrial park’s development, the phenomenon of’a town variety’,’a county variety’was already common extremely. In these characteristic industrial park groups, there are tens of thousands of mid-and small-scale enterprise constitutes, they are competing, cooperating and having a strong competitive ability in the market.The article mainly takes the Zhejiang Zhuji Datang socks cluster and Shanxiahu pearl cluster as examples, combining current situation of the development, mainly expands in following two aspects.On the one hand, the article analysis the governments’ specific role in the cluster’s development, with the perspectives of economics and management, and focuses on the analysis of the process of the development of Zhuji characteristic industrial park of the disadvantages and threats by SWOT analysis method. It points out that Zhuji characteristic industrial park enterprises have been imminent to carry out the production of strategic adjustment, putting orward the policy recommendations based on the actively respond to the macro economic situation fluctuation, upgrading of an industrial structure, strengthen the technical support to solve the financing problemOn the other hand, on the basis of the experience of characteristic industrial park success at home and abroad, the article puts forward that in the transformation and upgrading of Zhuji characteristic industrial park’s development and process, not only to pay attention to the economic benefits and development prospects, the protection of the environment, improve resource utilization efficiency, but also should put more attention to improve the content of science and technology park development, the importance of research and development and innovation. And then build a set of evaluation index system.Through the above research, this paper proposes that in the transformation and upgrading of Zhuji characteristic industrial park should be paid to the problem of sustainable development, to seek the attention and the government in promoting the construction and development of Zhuji characteristic industrial park should take positive actions, from the aspects of government planning, strategic guidance, system construction, environment optimization to guide the transformation and upgrading of enterprises, strengthen the brand strategy and walk cycle of sustainable development construction of the park road.
